R E S O L U T I O N 1-1 WHEREAS, Section 5(b), Article III, Texas Constitution, reads 1-2 as follows, to wit: 1-3 "When convened in regular Session, the first thirty days 1-4 thereof shall be devoted to the introduction of bills and 1-5 resolutions, acting upon emergency appropriations, passing upon the 1-6 confirmation of the recess appointees of the Governor and such 1-7 emergency matters as may be submitted by the Governor in special 1-8 messages to the Legislature. During the succeeding thirty days of 1-9 the regular session of the Legislature the various committees of 1-10 each House shall hold hearings to consider all bills and 1-11 resolutions and other matters then pending; and such emergency 1-12 matters as may be submitted by the Governor. During the remainder 1-13 of the session the Legislature shall act upon such bills and 1-14 resolutions as may be then pending and upon such emergency matters 1-15 as may be submitted by the Governor in special messages to the 1-16 Legislature."; and 1-17 WHEREAS, It is specifically provided in Section 5(c), Article 1-18 III, Texas Constitution, that either house may otherwise determine 1-19 its order of business by an affirmative vote of four-fifths of its 1-20 membership; now, therefore, be it 1-21 RESOLVED by the House of Representatives of the 77th Texas 1-22 Legislature, by an affirmative vote of four-fifths of its 1-23 membership, That the order of its business for the regular session 1-24 is hereby determined to be otherwise than set forth in Section 2-1 5(b), Article III, Texas Constitution, and declared to be 2-2 specifically as set forth in the temporary and permanent rules of 2-3 the House of Representatives of the 77th Legislature.
