                                 R E S O L U T I O N
 1-1           WHEREAS, The city of Breckenridge, Texas, has undertaken a
 1-2     remarkable artistic endeavor to enhance its downtown area by
 1-3     commissioning the creation of a series of murals, and this project
 1-4     has indeed brought the town great distinction; and
 1-5           WHEREAS, Billy Ines painted the striking murals, most of
 1-6     which are based on the photographs of Basil Clemons, who was a
 1-7     resident of Breckenridge for many years; working primarily in
 1-8     black-and-white, Mr. Ines has successfully captured the nuances of
 1-9     a bygone time; and
1-10           WHEREAS, Using building exteriors as his canvases, including
1-11     one two stories high and a half-block in length, Mr. Ines has
1-12     depicted detailed scenes from Breckenridge's boom era, as well as a
1-13     tribute to the town's championship football teams titled "The
1-14     Spirit of the Buckaroos"; and
1-15           WHEREAS, The murals have already garnered considerable
1-16     praise, and in 1999 they were selected as the state's best public
1-17     improvement project by the Texas Downtown Association; and
1-18           WHEREAS, In addition to their intrinsic beauty, the murals
1-19     reflect Breckenridge's proud past while enshrining its unique
1-20     heritage for future generations; in light of this notable civic
1-21     achievement, it is most appropriate that the city receive special
1-22     legislative recognition at this time; now, therefore, be it
1-23           RESOLVED, That the House of Representatives of the 77th Texas
1-24     Legislature hereby recognize Breckenridge as the Mural Capital of
 2-1     Texas and commend the city and Mr. Ines for their significant
 2-2     contributions to the artistic landscape of the Lone Star State.
