No. 83 77R4342 MW-D R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Bob Terrell of Fort Worth for his outstanding tenure as city 1-3 manager and takes great pleasure in congratulating him on his 1-4 retirement; and 1-5 WHEREAS, Since 1974, when he first joined the City of Fort 1-6 Worth as a budget analyst, Mr. Terrell has ably served the city in 1-7 various capacities, including executive director of the Fort Worth 1-8 Economic Development Corporation, assistant to the city manager, 1-9 and assistant manager; on July 7, 1992, he was appointed to the 1-10 post of Fort Worth city manager; and 1-11 WHEREAS, Fort Worth, the 28th largest city in the United 1-12 States, is a thriving partner in the Metroplex area; through 1-13 skillful administrative leadership, Mr. Terrell directed the city's 1-14 nearly 5,000-strong workforce while managing a budget of $407 1-15 million, adroitly ensuring the continued growth and prosperity of 1-16 this dynamic town; and 1-17 WHEREAS, Fort Worth's 18th city manager, Mr. Terrell leaves 1-18 a legacy of successful operations that include the implementation 1-19 of the city's first energy management program as well as the 1-20 establishment of its 9-1-1 system and a new emergency medical 1-21 services system; expanding the financial opportunities for 1-22 countless individuals, he devised the Disadvantaged Business 1-23 Enterprise Program and Economic Development Office and created the 1-24 city's Minority/Women Business Enterprise System; and 2-1 WHEREAS, Mr. Terrell worked tirelessly to ensure the safety 2-2 of all Fort Worth residents by coordinating with the police 2-3 department in the development of the CODE: BLUE anti-crime effort, 2-4 which involved initiating a neighborhood policing program in 2-5 addition to installing a state-of-the-art communication system; he 2-6 is also responsible for obtaining city council approval for a plan 2-7 to upgrade Fort Worth's computers and enhance its communications; 2-8 and 2-9 WHEREAS, This distinguished Texan consistently worked for the 2-10 betterment of his city while being active with numerous 2-11 professional organizations, including Public Technologies, Inc., 2-12 the International City Management Association, the Large City 2-13 Manager's Forum, the Conference of Minority Public Administrators, 2-14 and the Texas City Management Association; he also gave his 2-15 personal time to help others while serving on the YMCA of Fort 2-16 Worth board, the United Way Strategic Planning Committee, the 2-17 Longhorn Council of Boy Scouts of America, and the National Forum 2-18 of Black Public Administrators North Texas Chapter; and 2-19 WHEREAS, Mr. Terrell will forever be reminded of his sterling 2-20 performance as city manager as he observes Fort Worth flourishing 2-21 on the foundation he helped to build, and he may take pride in the 2-22 knowledge that he has greatly benefitted that city and the State of 2-23 Texas in many ways; now, therefore, be it 2-24 RESOLVED, That the House of Representatives of the 77th Texas 2-25 Legislature hereby honor Bob Terrell on his retirement as city 2-26 manager of Fort Worth and extend to him best wishes for continued 2-27 success and happiness in all his endeavors; and, be it further 3-1 RESOLVED, That an official copy of this resolution be 3-2 prepared for Mr. Terrell as an expression of high regard by the 3-3 Texas House of Representatives.
