No. 89 77R4534 MMS-D R E S O L U T I O N 1-1 WHEREAS, The retirement of Sam Flores from the Seguin City 1-2 Council brings to a close a 36-year tenure with that body and one 1-3 chapter in the large volume that records this gentleman's 1-4 exceptional contributions to the people of Seguin; and 1-5 WHEREAS, A truly tireless public servant whose immense 1-6 investment of time and talent has improved the lives of countless 1-7 residents, Mr. Flores joined the Seguin City Council in April 1965; 1-8 and 1-9 WHEREAS, Over the years he has been instrumental in 1-10 establishing the Seguin Housing Authority, which provides decent 1-11 shelter for thousands of residents, and the Guadalupe Valley 1-12 Community Council, which sponsors a Head Start program for 1-13 underprivileged children; and 1-14 WHEREAS, He also played a critical role in bringing a Texas 1-15 Department of Health clinic to Seguin and, as board chairman, led 1-16 the successful effort to construct a Boys Club facility; and 1-17 WHEREAS, The far-ranging efforts of this outstanding 1-18 individual include a campaign to memorialize Juan N. Seguin, a 1-19 prominent political and military figure in colonial Texas and the 1-20 Republic of Texas and the man for whom the town of Seguin was named 1-21 in 1839; Mr. Flores created and chaired a committee dedicated to 1-22 this purpose, and the members' aspirations were realized when a 1-23 statue of this Texas hero was erected in the town's Central Park; 1-24 and 2-1 WHEREAS, Mr. Flores has been an educator for 50 years; 2-2 currently a visiting teacher working with every grade level, he has 2-3 taught children of all ages and held the posts of high school 2-4 principal and director of special education; he played a key role 2-5 in establishing the Seguin Independent School District Learning 2-6 Center and the Matadors' Scholars program at Seguin High School, 2-7 and he chaired an ad hoc committee on the education of Hispanic 2-8 students in Seguin; and 2-9 WHEREAS, His stature is such that he was appointed to the 2-10 first Texas Commission on Human Relations and selected as a 2-11 delegate to the White House Conference on Mexican-American Affairs; 2-12 and 2-13 WHEREAS, Before shouldering the many responsibilities he 2-14 assumed in the Seguin community, Mr. Flores served in the marines 2-15 and saw action in World War II and the Korean War; he is a member 2-16 of the American Legion, the League of United Latin American 2-17 Citizens (LULAC), and the Texas Retired Teachers Association; he 2-18 also chairs the Walnut Creek Parkway Committee and serves as a 2-19 deacon in Emmanuel Baptist Church; and 2-20 WHEREAS, In recognition of his extraordinary contributions, 2-21 the Seguin City Council proclaimed a Sam Flores Day and LULAC has 2-22 created a scholarship in his name; Mr. Flores has been honored with 2-23 numerous other accolades, among them leadership awards from the 2-24 Seguin Hispanic Chamber of Commerce, the Texas Association of 2-25 School Teachers, and the National Association of School 2-26 Psychologists; and 2-27 WHEREAS, Throughout his career Mr. Flores has worked 3-1 unremittingly in behalf of his neighbors and fellow citizens, 3-2 endeavoring to ensure that their needs for housing, health care, 3-3 and education were met and seeking in other ways to enhance the 3-4 quality of life in this Central Texas community, and it is indeed a 3-5 pleasure to join his legion of friends and admirers in paying 3-6 tribute to this esteemed individual; now, therefore, be it 3-7 RESOLVED, That the House of Representatives of the 77th Texas 3-8 Legislature hereby congratulate Sam Flores on the occasion of his 3-9 retirement from the Seguin City Council and extend to him its deep 3-10 appreciation for his exemplary public and professional service; 3-11 and, be it further 3-12 RESOLVED, That an official copy of this resolution be 3-13 prepared for Mr. Flores as an expression of high regard by the 3-14 Texas House of Representatives.
