R E S O L U T I O N
 1-1           WHEREAS, Texas State Trooper Randall W. Vetter of New
 1-2     Braunfels died tragically on August 7, 2000, from a wound received
 1-3     in the line of duty, and the Texas House of Representatives would
 1-4     like to pay tribute to this gallant peace officer; and
 1-5           WHEREAS, Trooper Vetter was a six-year veteran of the Texas
 1-6     Department of Public Safety; he had recently been stationed in San
 1-7     Marcos and was shot and fatally wounded during a routine traffic
 1-8     stop; and
 1-9           WHEREAS, Randall Vetter graduated from Saint Edward's
1-10     University summa cum laude in 1994 with a bachelor's degree in
1-11     criminal justice; because of his excellence as a student, he was
1-12     encouraged to go to graduate school or law school, but he chose to
1-13     serve the citizens of Texas in law enforcement with the Department
1-14     of Public Safety; and
1-15           WHEREAS, A scholarship has been established in his honor at
1-16     his alma mater, Saint Edward's University, and it is the Randall W.
1-17     Vetter Memorial Scholarship; and
1-18           WHEREAS, Known as an intelligent and capable officer, Officer
1-19     Vetter learned quickly and needed little supervision; respected by
1-20     his fellow officers, Trooper Vetter quickly established himself as
1-21     a premier accident investigator; he had a gift for looking at an
1-22     accident scene and figuring out exactly what had happened, and he
1-23     was always happy to help out other officers; and
1-24           WHEREAS, Randall Vetter was a family man; he and his wife,
 2-1     Cynthia, were the happy parents of an eight-month-old son, Robert;
 2-2     and
 2-3           WHEREAS, A man of great ability and unquestioned integrity,
 2-4     Trooper Vetter was a courageous man who risked his life every day
 2-5     to protect the lives and property of our citizens; and
 2-6           WHEREAS, This exceptional officer was a man of great bravery
 2-7     whose strong sense of duty was reflected in a deep commitment to
 2-8     the welfare of others; and
 2-9           WHEREAS, The courage and personal sacrifice of this exemplary
2-10     officer and public servant in the line of duty will constantly
2-11     remind others of his deep devotion to the importance of a fair and
2-12     effective law enforcement system; and
2-13           WHEREAS, Trooper Vetter was a loyal friend and outstanding
2-14     law enforcement officer, and his memory will be cherished by all
2-15     who knew and loved him; now, therefore, be it
2-16           RESOLVED, That the House of Representatives of the 77th Texas
2-17     Legislature hereby honor the life and memory of Trooper Randall W.
2-18     Vetter and extend sincere condolences to the members of his family:
2-19     to his wife, Cynthia; to his son, Robert; to his father, Kermit
2-20     Vetter; and to his many other friends and relatives; and, be it
2-21     further
2-22           RESOLVED, That an official copy of this resolution be
2-23     prepared for the members of his family as an expression of deepest
2-24     sympathy, and that when the Texas House of Representatives adjourns
2-25     this day, it do so in memory of Trooper Randall W. Vetter.
