R E S O L U T I O N
 1-1           WHEREAS, Border WaterWorks is indeed worthy of special
 1-2     legislative recognition for its dedication to helping Texas colonia
 1-3     residents improve the public health conditions of the Rio Grande
 1-4     Valley, El Paso, and the border region; and
 1-5           WHEREAS, A nonprofit organization, Border WaterWorks aids the
 1-6     residents of these impoverished areas in the construction of
 1-7     much-needed water and sewer infrastructures; moreover, WaterWorks
 1-8     operates in partnership with the project beneficiaries, affording
 1-9     them the opportunity to help improve their own neighborhoods; and
1-10           WHEREAS, These community-assisted construction projects not
1-11     only build pride and unity between neighbors but also save 40 to 50
1-12     percent of the standard construction costs for such initiatives;
1-13     although WaterWorks provides invaluable management, design, and
1-14     supervision, the volunteer labor forces are essential to the
1-15     success of the construction projects, making these
1-16     community-enhancement endeavors a true team effort; and
1-17           WHEREAS, Border WaterWorks has demonstrated an admirable
1-18     commitment to encouraging and empowering colonia residents of the
1-19     Rio Grande Valley, El Paso, and the border region to improve their
1-20     environment, and it is most appropriate to pay tribute to all those
1-21     involved with the organization for their hard work and devotion;
1-22     now, therefore, be it
1-23           RESOLVED, That the House of Representatives of the 77th Texas
1-24     Legislature hereby commend Border WaterWorks and the colonia
 2-1     residents of the Rio Grande Valley, El Paso, and the border region
 2-2     who participate in the organization's projects for their impressive
 2-3     community-improvement efforts and extend to them sincere best
 2-4     wishes for continued success and happiness; and, be it further
 2-5           RESOLVED, That an official copy of this resolution be
 2-6     prepared for Border WaterWorks as an expression of high regard by
 2-7     the Texas House of Representatives.
