R E S O L U T I O N
 1-1           WHEREAS, Major General Carl Lawrence Phinney of Dallas
 1-2     contributed to the betterment of the Lone Star State over the
 1-3     course of his long and fruitful life, and it is fitting that his
 1-4     memory be honored at this time; and
 1-5           WHEREAS, Born on October 22, 1904, in Marble Falls, he moved
 1-6     with his family to Austin and then Brown County, and graduated from
 1-7     Brownwood High School; he attended The University of Texas, where
 1-8     he was a member of the Tejas Club, and financed his attendance at
 1-9     The University of Texas Law School by working in various jobs with
1-10     the Texas Legislature; and
1-11           WHEREAS, General Phinney became chief clerk of the Texas
1-12     House of Representatives in 1921, when he was the youngest person
1-13     elected to that position in any legislative body in the United
1-14     States; he was reelected each session until he resigned in 1927 to
1-15     become administrative assistant to Governor Dan Moody; and
1-16           WHEREAS, Enlisting in the Texas National Guard in 1925, he
1-17     began an exceptional military career that spanned nearly four
1-18     decades, including valorous service as a member of the 36th
1-19     Infantry Division in North Africa and Italy during World War II; he
1-20     earned the Silver Star for gallantry in action at Salerno while
1-21     under heavy shelling from approaching enemy tanks; in addition, he
1-22     received the ETO Ribbon with three bronze battle stars and bronze
1-23     arrowhead, the Legion of Merit, the Italian Cross of Officer
1-24     Cavalier, and numerous other medals; and
 2-1           WHEREAS, He achieved the rank of major general after the war,
 2-2     and before retiring in 1961, became the division's commanding
 2-3     general as well as chairman of the Texas National Guard; and
 2-4           WHEREAS, A senior partner in the Dallas law firm of Phinney,
 2-5     Hallman and Coke, this notable Texan was on the State Board of
 2-6     Control and many local and national boards and commissions, and he
 2-7     chaired the State Securities Board; and
 2-8           WHEREAS, In recognition of his impressive achievements,
 2-9     General Phinney was awarded an honorary doctorate from Howard Payne
2-10     College in Brownwood in 1964 and a National Guard Armory in
2-11     Brownwood is named for him; and
2-12           WHEREAS, General Phinney and the former Louise Snow were
2-13     married on August 17, 1928, and enjoyed a happy and fulfilling
2-14     relationship that was blessed with two children and six beloved
2-15     grandchildren; Mrs. Phinney succeeded her husband as chief clerk in
2-16     the Texas House of Representatives and both are buried at the State
2-17     Cemetery in Austin; and
2-18           WHEREAS, This remarkable gentleman passed away on January 10,
2-19     1987, but his memory lives on in the hearts and the minds of all
2-20     who were privileged to know him; now, therefore, be it
2-21           RESOLVED, That the House of Representatives of the 77th Texas
2-22     Legislature hereby pay tribute to the life of Major General Carl
2-23     Lawrence Phinney and join with his family and friends in honoring
2-24     his memory; and, be it further
 3-1           RESOLVED, That an official copy of this resolution be
 3-2     prepared for the members of his family and that when the Texas
 3-3     House of Representatives adjourns this day, it do so in memory of
 3-4     Carl Lawrence Phinney.
