R E S O L U T I O N 1-1 WHEREAS, For more than two decades, former State 1-2 Representative Michael D. Millsap has worked diligently in behalf 1-3 of his fellow Texans, and his exemplary service is indeed worthy of 1-4 special recognition; and 1-5 WHEREAS, Born in Fort Worth on January 23, 1948, Mr. Millsap 1-6 graduated from Amon Carter Riverside High School in 1966; he 1-7 attended Texas Wesleyan College and received a bachelor's degree 1-8 from Texas Christian University in 1970; and 1-9 WHEREAS, Upon completing three years of active duty service 1-10 in the U.S. Marine Corps, this enterprising gentleman established 1-11 himself in the insurance industry and started his own company in 1-12 1979; and 1-13 WHEREAS, He began a highly distinguished career in politics 1-14 when he was elected to the Texas House of Representatives in 1976 1-15 and four years later worked as manager of Tarrant County State 1-16 Representative Gib Lewis's successful campaign for Speaker of the 1-17 Texas House of Representatives; and 1-18 WHEREAS, Elected again to the Texas House of Representatives 1-19 in 1982, Mr. Millsap faithfully served the citizenry of District 96 1-20 in southwest Tarrant County for three additional terms; and 1-21 WHEREAS, During his outstanding tenure, Mr. Millsap held 1-22 numerous important positions, including chairman of the House 1-23 Administration Committee, chairman of Budget and Oversight for the 1-24 House State Affairs Committee, and member of the House 2-1 Appropriations, Calendars, Government Organization, Higher 2-2 Education, and Environmental Affairs committees, the State 2-3 Preservation Board, and the Texas Legislative Council; and 2-4 WHEREAS, Retiring from public office in 1989, Mr. Millsap was 2-5 appointed chief of staff of the Office of the Speaker of the House, 2-6 where he supervised the daily operation of the speaker's office and 2-7 the house of representatives; and 2-8 WHEREAS, Before taking a job in the private sector in 2000, 2-9 this esteemed Texan joined The University of Texas System 2-10 Administration as the vice chancellor for governmental relations in 2-11 1992 and in that position worked closely with the chancellor, the 2-12 board of regents, and other system officials to formulate the 2-13 policies of The University of Texas System; and 2-14 WHEREAS, Throughout the years, Mr. Millsap has enjoyed the 2-15 love and support of his wife, Sharon, and their four children, 2-16 Jennifer, Elisa, James, and Joseph; and 2-17 WHEREAS, Selected as the Fort Worth Jaycees Outstanding Young 2-18 Man of Fort Worth for 1982, Mr. Millsap has contributed greatly 2-19 outside of the political spectrum, and his involvement in the 2-20 community includes serving as an adjunct professor at Texas 2-21 Christian University and as director of the Panther Boys Club of 2-22 Fort Worth; moreover, he has been a member of the administrative 2-23 board of Overton Park United Methodist Church and the Fort Worth 2-24 Parks and Recreation Advisory Board; and 2-25 WHEREAS, Texas has reaped the benefits of Mike Millsap's 2-26 experience and wisdom, and his impressive record of service speaks 2-27 volumes about his immense abilities and devotion to helping people; 3-1 now, therefore, be it 3-2 RESOLVED, That the House of Representatives of the 77th Texas 3-3 Legislature hereby honor Michael D. Millsap for his many years of 3-4 devoted public service and extend to him sincere best wishes for 3-5 good fortune and happiness in his future endeavors; and, be it 3-6 further 3-7 RESOLVED, That an official copy of this resolution be 3-8 prepared for the Honorable Michael D. Millsap as an expression of 3-9 high regard by the Texas House of Representatives.
