R E S O L U T I O N
 1-1           WHEREAS, The passing of the Honorable Fred L. Lander III of
 1-2     Dallas, on February 2, 2001, at the age of 73, has brought a great
 1-3     loss to the family and many friends of this esteemed gentleman; and
 1-4           WHEREAS, Born on April 19, 1927, he attended Howard
 1-5     University, where he earned a bachelor's degree in government and
 1-6     philosophy in 1948 and a law degree in 1952; he pursued further
 1-7     studies at the U.S. Department of Agriculture College in
 1-8     Washington, D.C., and at North Lake College in Dallas; and
 1-9           WHEREAS, This exemplary Texan served his country with
1-10     distinction as a member of the United States Army during the Korean
1-11     War; a few years following his discharge, Judge Lander embarked on
1-12     a career devoted to government service, and he accumulated a wealth
1-13     of experience in such posts as executive director of the Pilot
1-14     District Police Project in Washington, D.C., regional courts
1-15     specialist with the U.S. Department of Justice, Law Enforcement
1-16     Assistance Administration, and senior trial attorney with the Equal
1-17     Employment Opportunity Commission; and
1-18           WHEREAS, From 1987 until his passing he was senior partner in
1-19     Lander and Associates, P.C., a civil rights law firm, working with
1-20     one of his sons; in addition to his private practice, he served for
1-21     the last eight years as an administrative law judge for the City of
1-22     Dallas Civil Service Commission, fulfilling the responsibilities of
1-23     that position on a part-time basis; and
1-24           WHEREAS, Judge Lander was involved with many worthy
 2-1     professional and civic organizations, including the State Bar of
 2-2     Texas, the American Bar Association, and the National Association
 2-3     of Blacks in the Criminal Justice System; he held life memberships
 2-4     in the National Bar Association, the NAACP, and Omega Psi Phi
 2-5     fraternity, served on the board of the Dallas Urban League, and
 2-6     participated in the North Texas Legal Services Foundation, the
 2-7     Dallas Black Chamber of Commerce, and New Hope Baptist Church; and
 2-8           WHEREAS, For his achievements, Judge Lander received the
 2-9     President's Award for Outstanding Service from the J. L. Turner
2-10     Legal Association, the C. B. Bunkley Legal Service Award, and
2-11     designation as the Omega Man of the Year, along with numerous other
2-12     honors; and
2-13           WHEREAS, Those who were privileged to share the friendship of
2-14     Judge Lander will long miss his presence, and he will surely be
2-15     remembered with great affection and admiration for many years to
2-16     come; now, therefore, be it
2-17           RESOLVED, That the House of Representatives of the 77th Texas
2-18     Legislature hereby pay tribute to the life of the Honorable Fred L.
2-19     Lander III and extend sincere sympathy to the members of his
2-20     family: to his wife, Bobbie B. Lander; to his children, Fred L.
2-21     Lander IV and C. Victor Lander; and to the other relatives and many
2-22     friends of this fine man; and, be it further
2-23           RESOLVED, That an official copy of this resolution be
2-24     prepared for his family and that when the Texas House of
2-25     Representatives adjourns this day, it do so in memory of the
2-26     Honorable Fred L. Lander III.
