R E S O L U T I O N
 1-1           WHEREAS, Individuals of Scottish descent have contributed
 1-2     greatly to the dynamic, colorful history of the State of Texas,
 1-3     beginning with Stephen F. Austin and his immigrants, who comprised
 1-4     The Old 300 and of which nearly half were Scottish; and
 1-5           WHEREAS, In the fight for Texas' independence and its
 1-6     formation as a republic, participants of Scottish lineage played a
 1-7     vital role; David Burnet, the republic's first provisional
 1-8     governor, Sam Houston, the first president of the Republic of
 1-9     Texas, and 24 of the 59 men who signed the Texas Declaration of
1-10     Independence were of Scottish descent; and
1-11           WHEREAS, Alexander Hamilton, Neil Armstrong, Thomas Edison,
1-12     William Faulkner, J. Frank Dobie, Malcolm Forbes, Andrew Carnegie,
1-13     Billy Graham, Washington Irving, Alexander Graham Bell, Samuel
1-14     Morse, and many of the stonemasons who worked on the Texas State
1-15     Capitol are among others of Scottish descent who have made
1-16     outstanding contributions to our state and nation; and
1-17           WHEREAS, April 6 has special significance because it
1-18     commemorates the Declaration of Arbroath, the Scottish declaration
1-19     of independence, signed on April 6, 1320, at Arbroath Abbey in
1-20     Scotland, which declares, "for as long as but a hundred of us
1-21     remain alive, never will we on any condition be brought under
1-22     English rule. It is in truth not for glory, not riches, nor honours
1-23     that we are fighting, but for freedom--for that alone, which no
1-24     honest man gives up but with life itself"; and
 2-1           WHEREAS, These stirring words in the Declaration of Arbroath
 2-2     became a model for the signers of the Declaration of Independence
 2-3     of the United States, of whom nearly half were Scottish; and
 2-4           WHEREAS, April 6 has been declared National Tartan Day by the
 2-5     U.S. Senate in honor of the invaluable contributions that
 2-6     representatives of Scotland have made in behalf of our country; and
 2-7           WHEREAS, The State of Texas has its own tartan, the Texas
 2-8     Bluebonnet Tartan, which was designed by June McRoberts of Salado
 2-9     and adopted by the 71st Texas Legislature on May 25, 1989, and it
2-10     is appropriate that a day be set aside to recognize the symbol of
2-11     Scots throughout the world and to acknowledge and celebrate the
2-12     participation of the Scottish people  in the proud heritage of the
2-13     Lone Star State; now, therefore, be it
2-14           RESOLVED, That the House of Representatives of the 77th Texas
2-15     Legislature hereby recognize April 6, 2001, as Tartan Day in Texas
2-16     and encourage citizens throughout the state to join in the
2-17     observance of this special occasion.
