R E S O L U T I O N
1-1 WHEREAS, The Texas House of Representatives is proud to pay
1-2 tribute to Detective Elmo C. Cepeda as he retires from the Missouri
1-3 City Police Department on April 30, 2001; and
1-4 WHEREAS, A member of the criminal investigation division,
1-5 Detective Cepeda has recently focused his efforts on solving crimes
1-6 against persons and property; he previously specialized in the
1-7 areas of juvenile crime and narcotics, and he was instrumental in
1-8 the investigation of a Colombian drug smuggling organization
1-9 operating in the United States; and
1-10 WHEREAS, He graduated from the Drug Enforcement Agency (DEA)
1-11 "Top-Gun" training conference and served as an instructor at the
1-12 Missouri City Citizens' Police Academy, as a SWAT team member, and
1-13 as acting sergeant of the Fort Bend County Narcotics Task Force;
1-14 among his well-deserved accolades is his selection as an Officer of
1-15 the Year by the 100 Club, and he received a DEA Special Agent in
1-16 Charge Letter of Commendation; and
1-17 WHEREAS, Over the course of his exemplary 23 years on the
1-18 force, Detective Cepeda's record has been one of meritorious
1-19 service, loyalty, personal bravery, and self-sacrifice consistent
1-20 with the highest ideals of the law enforcement profession, and it
1-21 is most appropriate to take the opportunity presented by his
1-22 retirement to join the many people he has aided in thanking him for
1-23 an outstanding career in public service; now, therefore, be it
1-24 RESOLVED, That the House of Representatives of the 77th Texas
2-1 Legislature hereby commend Elmo C. Cepeda for his steadfast
2-2 commitment to the public welfare and extend to him sincere best
2-3 wishes for a happy and rewarding retirement; and, be it further
2-4 RESOLVED, That an official copy of this resolution be
2-5 prepared for Detective Cepeda as an expression of high regard by
2-6 the Texas House of Representatives.
