By Alexander H.R. No. 350 77R4939 WMS-D R E S O L U T I O N 1-1 WHEREAS, Howard B. Alfred retired from his position as 1-2 sheriff of Henderson County, bringing to a close a notable career 1-3 in law enforcement that spanned more than four decades; and 1-4 WHEREAS, An exemplary patriot, Mr. Alfred served his nation 1-5 with distinction as a member of the United States Air Force from 1-6 1952 to 1956; and 1-7 WHEREAS, On completing military service, he enrolled in the 1-8 Texas Department of Public Safety Training Academy, graduating in 1-9 September 1956 as a Texas highway patrolman; and 1-10 WHEREAS, Mr. Alfred spent a decade with the Highway Patrol 1-11 stationed in Longview, then, after a brief stint in the private 1-12 sector, he returned to public service and the DPS in 1967; and 1-13 WHEREAS, Joining the Texas Rangers as a member of Company B, 1-14 he supplied his considerable expertise to numerous investigations; 1-15 he was later transferred to Company F in Athens, and while serving 1-16 with that unit played a vital role in the successful apprehension 1-17 of five kidnappers and the rescue of their victim, an action for 1-18 which he received special commendation from Governor Mark White; 1-19 and 1-20 WHEREAS, Mr. Alfred retired from the Texas Rangers in 1987 1-21 and was elected sheriff of Henderson County the following year; he 1-22 ably performed the duties of that demanding office, safeguarding 1-23 the lives and property of his fellow citizens, until his retirement 1-24 in December 2000; and 2-1 WHEREAS, Mr. Alfred has received well-deserved recognition 2-2 from many prestigious organizations, including the Federal Bureau 2-3 of Investigation, the Texas Department of Criminal Justice, and the 2-4 Henderson County Peace Officers Association; and 2-5 WHEREAS, Throughout the course of his tenure as a peace 2-6 officer, Howard B. Alfred has exemplified the highest ideals of 2-7 public service in his field, and it is indeed appropriate that he 2-8 receive special legislative recognition at this time; now, 2-9 therefore, be it 2-10 RESOLVED, That the House of Representatives of the 77th Texas 2-11 Legislature hereby honor Howard B. Alfred for his many years of 2-12 devoted service in the field of law enforcement and extend to him 2-13 sincere best wishes for a happy and rewarding retirement; and, be 2-14 it further 2-15 RESOLVED, That an official copy of this resolution be 2-16 prepared for Mr. Alfred as an expression of high regard by the 2-17 Texas House of Representatives.
