R E S O L U T I O N
 1-1           WHEREAS, On February 27, 2001, the Texas House of
 1-2     Representatives is proud to join people from all over Texas and the
 1-3     world in celebrating the day that the Child Citizenship Act of 2000
 1-4     takes effect; and
 1-5           WHEREAS, This far-reaching piece of legislation was authored
 1-6     by United States Representative Lamar Smith of Texas during his
 1-7     tenure as chairman of the House Immigration Subcommittee and signed
 1-8     into law by President Bill Clinton; and
 1-9           WHEREAS, The Child Citizenship Act grants automatic
1-10     citizenship to foreign-born children who have been adopted abroad,
1-11     provided that the child meets basic eligibility requirements and
1-12     that one of the adoptive parents is a citizen of the United States;
1-13     and
1-14           WHEREAS, Obtaining United States citizenship for foreign-born
1-15     children was sometimes a complex and arduous task; the Child
1-16     Citizenship Act makes this process easier by granting these new
1-17     members of American families automatic citizenship; and
1-18           WHEREAS, Becoming a citizen of this proud and distinguished
1-19     country is an honor and a privilege, and this significant measure
1-20     will undoubtedly have a positive and lasting effect on the lives of
1-21     countless people across Texas and the nation; now, therefore, be it
1-22           RESOLVED, That the House of Representatives of the 77th Texas
1-23     Legislature hereby recognize February 27, 2001, as Child
1-24     Citizenship Act Day in Texas and extend to the families visiting
 2-1     the State Capitol for this memorable occurrence sincere best wishes
 2-2     for happiness and good fortune in their future endeavors.
