R E S O L U T I O N
 1-1           WHEREAS, Through his leadership as superintendent of the
 1-2     Conroe Independent School District, Dr. David L. Lusk has earned
 1-3     the admiration of the Montgomery County community; and
 1-4           WHEREAS, He has brought to this position a wealth of
 1-5     experience gained at the helm of the Kansas City, Kansas, public
 1-6     school system, where he was instrumental in the creation of one of
 1-7     the 15 original Next Century schools, and the school and the
 1-8     district received the National "Break the Mold" Award from U.S.
 1-9     Secretary of Education Lamar Alexander; and
1-10           WHEREAS, He also led the Covington, Kentucky, school systems
1-11     and was honored as outstanding superintendent in the state by the
1-12     Kentucky State School Board Association and the state PTA; and
1-13           WHEREAS, During his outstanding tenure in Texas, Dr. Lusk has
1-14     successfully guided the Conroe district through some tough
1-15     financial times and has substantially reduced the administrative
1-16     costs of the district; he facilitated the development of "2007: A
1-17     Vision for CISD" as well as two five-year improvement plans that
1-18     have generated positive changes; the number of Conroe schools
1-19     attaining "exemplary" status with the Texas Education Agency is up
1-20     from 3 in 1993 to 13 in 1999, achievement scores are significantly
1-21     higher, and the dropout rate has decreased from 3.7 percent in 1994
1-22     to 1.2 percent in 1999; and
1-23           WHEREAS, For his successes, Dr. Lusk was selected by the Bush
1-24     Administration as a consultant for the New American Schools
 2-1     Development Corporation and was named one of the 100 best school
 2-2     administrators in North America by The Executive Educator; a
 2-3     recipient of the F. L. Dupree Award for Creative Leadership,
 2-4     Dr. Lusk has also been honored as Texas Superintendent of the Year
 2-5     by the Texas chapter of the American String Teachers Association,
 2-6     and Texas Educator of the Month by Texas School Business Magazine;
 2-7     and
 2-8           WHEREAS, Dr. Lusk's vision and guidance have been crucial to
 2-9     the development of Conroe ISD as a highly respected educational
2-10     system, and it is a privilege to honor this noteworthy member of
2-11     the visiting Montgomery County delegation; now, therefore, be it
2-12           RESOLVED, That the House of Representatives of the 77th Texas
2-13     Legislature hereby commend Dr. David L. Lusk for his exemplary
2-14     community leadership and extend to him sincere best wishes for
2-15     continued success and happiness; and, be it further
2-16           RESOLVED, That an official copy of this resolution be
2-17     prepared for Dr. Lusk as an expression of high regard by the Texas
2-18     House of Representatives.
