R E S O L U T I O N
1-1 WHEREAS, The Texas House of Representative is proud to honor
1-2 Irma Richards Welsch of Austin on the occasion of her 90th
1-3 birthday; and
1-4 WHEREAS, Born on March 3, 1911, in Ellis County, Oklahoma,
1-5 Mrs. Welsch grew up on a ranch near Arnett in the western part of
1-6 that state, living through the Great Depression, dust storms, the
1-7 cattle market crash, and other hardships of the time; her father,
1-8 Otis Hoover Richards, had been in the first Oklahoma Territory land
1-9 rush of 1889, and her mother, E. Belle Richards, had been a teacher
1-10 before their marriage; and
1-11 WHEREAS, Mrs. Welsch attended college for two years and then
1-12 began teaching while continuing her education; she received a
1-13 degree in social science from Oklahoma State University in 1936 and
1-14 worked for the Oklahoma Department of Public Welfare as a
1-15 caseworker and then as county director; and
1-16 WHEREAS, Married on April 2, 1942, at Fort Monmouth, New
1-17 Jersey, Mrs. Welsch and her husband, former university professor
1-18 Glenn A. Welsch, moved in 1949 to Austin, where they raised three
1-19 children, Glenn Andrew Welsch, Linden Richards Welsch, and Mary Ann
1-20 Welsch Williamson; and
1-21 WHEREAS, The anchor of her family, Mrs. Welsch follows the
1-22 example of her mother in placing her family first while also
1-23 maintaining interests that enrich her mind; she is an avid reader
1-24 and particularly enjoys genealogical research; she is also a
2-1 founding member of the Austin Colony chapter of the Daughters of
2-2 the American Revolution and participates in the activities of the
2-3 Austin Women's Club, the University Ladies Club, and the Faculty
2-4 Wives Club; and
2-5 WHEREAS, Irma Richards Welsch is a role model for her
2-6 children and all who know her, and it is most appropriate that she
2-7 be honored at this time; now, therefore, be it
2-8 RESOLVED, That the House of Representative of the 77th Texas
2-9 Legislature hereby congratulate Irma Richards Welsch on the joyous
2-10 occasion of her 90th birthday and extend to her sincere best wishes
2-11 for continued happiness; and, be it further
2-12 RESOLVED, That an official copy of this resolution be
2-13 prepared for Mrs. Welsch as an expression of high regard by the
2-14 Texas House of Representatives.
