                                 R E S O L U T I O N
 1-1           WHEREAS, The Texas Legislative Black Caucus Research and
 1-2     Education Alliance will hold its conference in Austin on March
 1-3     14-16, 2001, and this event provides an opportune time to salute
 1-4     this fine organization for its valuable efforts; and
 1-5           WHEREAS, The caucus was formed in 1985 to serve as a catalyst
 1-6     to enhance leadership and to effect positive change by, and for,
 1-7     legislation, politics, and economics; and
 1-8           WHEREAS, The Texas Legislative Black Caucus focuses on
 1-9     elevating the status of African American citizens through
1-10     interactive communication and follow-up, efficient research and
1-11     policy development, and syndicated mediation when appropriate; to
1-12     maximize their leadership abilities, caucus members are encouraged
1-13     to practice sustained committee involvement, participate in forums
1-14     and seminars on concerns affecting all Texans, and produce policy
1-15     documents reflecting caucus consensus on issues; and
1-16           WHEREAS, The membership of the caucus is composed of 14
1-17     members including Garnet Coleman, 1st Vice-Chair, District 147;
1-18     Yvonne Davis, Chair, District 111; Joe Deshotel, 2nd Vice-Chair,
1-19     District 22; Dawnna Dukes, Treasurer, District 50; Harold Dutton,
1-20     District 142; Al Edwards, Federal Relations Liaison, District 146;
1-21     Helen Giddings, District 109; Terri Hodge, District 100; Jesse
1-22     Jones, District 110; Glenn Lewis, District 95; Ruth Jones
 2-1     McClendon, Secretary, District 120; Senfronia Thompson, District
 2-2     141; Sylvester Turner, District 139; and Ron Wilson, District 131;
 2-3     and
 2-4           WHEREAS, Members of the caucus share information to promote a
 2-5     better understanding of the budget and appropriation process and to
 2-6     identify and develop appropriate constituent and legislative
 2-7     agendas; in addition, economic empowerment is fostered by attention
 2-8     to business development, workforce readiness, and corporate
 2-9     partnerships; and
2-10           WHEREAS, The Texas Legislative Black Caucus Research and
2-11     Education and Alliance is dedicated to providing comprehensive
2-12     information and guidance to African Americans in the Lone Star
2-13     State, and it is indeed worthy of special recognition at this time;
2-14     now, therefore, be it
2-15           RESOLVED, That the House of Representatives of the 77th Texas
2-16     Legislature hereby commend the Texas Legislative Black Caucus
2-17     Research and Education Alliance for its exemplary leadership and
2-18     extend warmest best wishes to its members for a successful and
2-19     productive conference; and, be it further
2-20           RESOLVED, That an official copy of this resolution be
2-21     prepared for the members of the alliance as an expression of high
2-22     regard by the Texas House of Representatives.
