By Dutton H.R. No. 492 77R8599 GMW-D R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is pleased to 1-2 honor Louis J. Bailey of Houston on her receipt of an Outstanding 1-3 Texan Award for her achievements in the field of education from the 1-4 Texas Legislative Black Caucus; and 1-5 WHEREAS, Now retired, this esteemed former educator earned 1-6 bachelor's and master's degrees from Prairie View A&M College and 1-7 pursued further studies at colleges in England, France, 1-8 Switzerland, and Austria; for more than a half-century, she proudly 1-9 taught students in the Houston Independent School District and 1-10 encouraged and inspired countless Texans with a teaching method 1-11 that emphasized fairness, firmness, and friendliness; and 1-12 WHEREAS, Miss Bailey began her teaching career in 1949 at 1-13 Booker T. Washington High School; she then devoted many years to 1-14 Kashmere Gardens Junior High School, and from 1968 until her 1-15 retirement in June 2000, she worked for Key Junior High School, 1-16 where she taught English and was the director of student activities 1-17 and project manager for Communities-in-Schools; in addition, she 1-18 served as a counselor for the American Institute for Foreign 1-19 Studies, in which capacity she took teachers and students to study 1-20 abroad for 15 summers; and 1-21 WHEREAS, The subject of a documentary film made by Rice 1-22 University titled "No Man is My Superior," Miss Bailey received a 1-23 host of accolades throughout her career, including being named 1-24 Channel 13 EyeWitness News "Person of the Week," elected Teacher of 2-1 the Year several times, and inducted into the Teacher's Hall of 2-2 Fame; moreover, she was recognized by the United Negro College Fund 2-3 for Excellence in Achievement, acknowledged as the NAACP's Most 2-4 Outstanding Educator, and honored with the Houston Fire 2-5 Department's "Educator For All Times Award"; and 2-6 WHEREAS, This civic-minded woman has also been active in 2-7 other aspects of the community through her leadership as chair of 2-8 special affairs for Third Ward Reconstruction, Inc., on the 2-9 steering committee of Riverside General Hospital, and as cofounder 2-10 of the Northeast Cultural Arts Council; for more than six decades, 2-11 she has also been a vital and valued member of Fourth Missionary 2-12 Baptist Church, where she has taught Sunday school and Vacation 2-13 Bible School for many years; and 2-14 WHEREAS, Miss Bailey has truly proven herself worthy of the 2-15 Outstanding Texan Award, and it is indeed a privilege to pay 2-16 tribute to her for her remarkable career as an educator; now, 2-17 therefore, be it 2-18 RESOLVED, That the House of Representatives of the 77th Texas 2-19 Legislature hereby congratulate Louis J. Bailey on her receipt of 2-20 an Outstanding Texan Award from the Texas Legislative Black Caucus 2-21 and extend to her sincere best wishes for a happy and rewarding 2-22 retirement; and, be it further 2-23 RESOLVED, That an official copy of this resolution be 2-24 prepared for Miss Bailey as an expression of high regard by the 2-25 Texas House of Representatives.
