                                 R E S O L U T I O N
 1-1           WHEREAS, Phil Boyer of Frederick, Maryland, president of the
 1-2     Aircraft Owners and Pilots Association (AOPA), is providing
 1-3     outstanding leadership for the nation's largest general aviation
 1-4     organization; and
 1-5           WHEREAS, Incorporated in 1939, the AOPA is composed of
 1-6     368,000 members, 20,000 of whom live in Texas; the group was formed
 1-7     to educate its members and the public about general aviation, to
 1-8     represent the interests of its constituents at all levels of
 1-9     government, and to address general aviation issues in concert with
1-10     other industry leaders; and
1-11           WHEREAS, Mr. Boyer, who became president of the AOPA in 1991,
1-12     has brought an extraordinary range of experience and skills to the
1-13     work before him; a pilot for more than 33 years, he has been
1-14     honored by the Federal Aviation Administration for the "save" of a
1-15     fellow pilot in distress and has flown the Atlantic twice in a
1-16     general aviation aircraft; in addition, he is a former professor of
1-17     communications, ABC television executive, and president of a major
1-18     broadcasters association; and
1-19           WHEREAS, Now the country's foremost advocate for general
1-20     aviation, Mr. Boyer is a highly effective spokesman for AOPA
1-21     positions in the nation's capital and across the country; he has
1-22     been instrumental in the passage of such important federal
1-23     legislation as the General Aviation Revitalization Act of 1994 and
1-24     the Aviation Investment and Reform Act for the 21st Century, which
 2-1     was signed into law in April 2000; in the 10 years that Mr. Boyer
 2-2     has led the AOPA, its membership has increased 19 percent and its
 2-3     influence has grown accordingly; and
 2-4           WHEREAS, Under Mr. Boyer's wise and capable leadership, the
 2-5     AOPA is continuing to play a significant role in the promotion of
 2-6     general aviation and to energetically represent the interests of
 2-7     many Texas pilots and aircraft owners; now, therefore, be it
 2-8           RESOLVED, That the House of Representatives of the 77th Texas
 2-9     Legislature hereby honor Phil Boyer for his accomplishments as
2-10     president of the Aircraft Owners and Pilots Association and extend
2-11     to him sincere best wishes for good fortune in his future
2-12     endeavors; and, be it further
2-13           RESOLVED, That an official copy of this resolution be
2-14     prepared for Mr. Boyer as an expression of high esteem by the Texas
2-15     House of Representatives.
