R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives is proud to honor 1-2 Dr. Billy Joe Parnell of Winnsboro for his many significant 1-3 contributions to the health and well-being of his fellow Texans; 1-4 and 1-5 WHEREAS, A native of Mount Vernon, Dr. Parnell was born on 1-6 March 16, 1925, and was class valedictorian at Mount Vernon High 1-7 School; he attended East Texas State University, Texas Christian 1-8 University, and Tulane University Medical School, from which he 1-9 graduated in 1947, at the age of 22; and 1-10 WHEREAS, This astute gentleman made the best decision of his 1-11 life in 1949 when he married Tommye Irene Mathis, the woman who 1-12 remains his best friend, and together they have raised a close and 1-13 loving family that has grown to include six children and six 1-14 grandchildren; and 1-15 WHEREAS, He served the nation with distinction in Korea and 1-16 Tokyo as a member of the U.S. Army before completing his residency 1-17 in radiology at Southwestern Medical School in Dallas; and 1-18 WHEREAS, He was on staff at the Medical Arts, Parkland 1-19 Hospital, and St. Paul in Dallas, and at the Wysong Clinic in 1-20 McKinney from 1957 to 1981; and 1-21 WHEREAS, Dr. Parnell returned to East Texas in 1981 and 1-22 became the only radiologist practicing at Presbyterian Hospital of 1-23 Winnsboro, Pittsburgh Hospital, and East Texas Medical Center in 1-24 Mount Vernon; remaining current with new developments in the highly 2-1 complex field of radiological science, including ultrasound, CT, 2-2 and MRI, he handles his responsibilities not only with the highest 2-3 degree of competence, but also with compassion and concern for his 2-4 patients; and 2-5 WHEREAS, This talented man is also a skilled woodworker, and 2-6 he and his wife completely restored a 1905 Victorian home in 2-7 Winnsboro where they now live; and 2-8 WHEREAS, Dr. Parnell is a man who is respected by his peers, 2-9 admired and trusted by his patients, and greatly loved by his 2-10 family, and it is indeed appropriate that he be honored at this 2-11 time; now, therefore, be it 2-12 RESOLVED, That the House of Representatives of the 77th Texas 2-13 Legislature hereby commend Dr. Billy Joe Parnell for his 2-14 outstanding efforts in behalf of his fellow citizens and extend to 2-15 him sincere best wishes for success and happiness in all his future 2-16 endeavors; and, be it further 2-17 RESOLVED, That an official copy of this resolution be 2-18 prepared for Dr. Parnell as an expression of high regard by the 2-19 Texas House of Representatives.
