No. 549 77R4716 JKB-D R E S O L U T I O N 1-1 WHEREAS, The passing of Jacquelyn Hughs Blakely of Plano on 1-2 December 15, 2000, at the age of 66, has brought a great loss to 1-3 the family and many friends of this esteemed woman; and 1-4 WHEREAS, A native of the Lone Star State, Ms. Blakely was 1-5 born on July 14, 1934, in Roby, Texas; she devoted much of her 1-6 professional career to the city of Plano, where she served as city 1-7 secretary for almost two decades, and her legacy of hard work and 1-8 dedication will undoubtedly long be remembered; and 1-9 WHEREAS, In 1973, this notable Texan joined the Plano city 1-10 staff as secretary to the assistant manager; recognized for her 1-11 commitment and in-depth knowledge of her community, she assumed the 1-12 post of city secretary in 1978 and held that position until her 1-13 retirement in 1996; and 1-14 WHEREAS, Ms. Blakely was certified as a Texas Registered 1-15 Municipal Clerk in 1985 and elected president of the Texas 1-16 Municipal Clerks Association 10 years later; named "City Secretary 1-17 of the Year in 1995" by the North Texas Chapter of Municipal 1-18 Clerks, she was a mentor for municipal clerks and city secretaries 1-19 throughout the state; and 1-20 WHEREAS, She gave generously of her time and expertise to 1-21 numerous committees and boards, including Attorney General Dan 1-22 Morales's Municipal Advisory Committee, the Texas Municipal League 1-23 Executive Board, and the Collin County Mental Health and Mental 1-24 Retardation Board; moreover, she was a valued member of the First 2-1 Presbyterian Church of Plano, where she served as an elder; and 2-2 WHEREAS, Jackie Blakely was a respected and cherished member 2-3 of the Plano community, and although she will be greatly missed by 2-4 all who knew her, her spirit will live on in the hearts and minds 2-5 of the many people whose lives she touched; now, therefore, be it 2-6 RESOLVED, That the House of Representatives of the 77th Texas 2-7 Legislature hereby pay tribute to the life of Jacquelyn Hughs 2-8 Blakely and extend sincere sympathy to the members of her family: 2-9 to her son, Phillip Ray Blakely; to her sisters, Neva Sims and her 2-10 husband, Darrell, Frances Farrar, and Evelyn Nowlin; and to the 2-11 many other people to whom she was close; and, be it further 2-12 RESOLVED, That an official copy of this resolution be 2-13 prepared for her family and that when the Texas House of 2-14 Representatives adjourns this day, it do so in memory of Jacquelyn 2-15 Hughs Blakely.
