R E S O L U T I O N
 1-1           WHEREAS, The family and friends of Dr. Samuel C. "Sam" Waters
 1-2     of Wichita Falls were greatly saddened by the passing of this
 1-3     esteemed gentleman on February 19, 2001, at the age of 53; and
 1-4           WHEREAS, Born in Pampa on November 15, 1947, Dr. Waters
 1-5     earned his bachelor's and medical degrees from Tulane University;
 1-6     he served his internship and residency in internal medicine at the
 1-7     Methodist Hospital of Dallas and completed his fellowship at a host
 1-8     of noteworthy educational and medical facilities, finishing in
 1-9     1979; and
1-10           WHEREAS, This skilled physician moved to Wichita Falls and
1-11     worked as the chief of cardiology at Bethania Regional Hospital,
1-12     where he helped to establish its open heart surgery program; he
1-13     also served as the first director of the W. Erle White Diagnostic
1-14     Cardiac Catheterization Laboratory at Bethania and was a clinical
1-15     associate professor at the University of Texas Southwestern Medical
1-16     Center in Dallas; and
1-17           WHEREAS, Dr. Waters participated in numerous professional
1-18     organizations, including the Texas Medical Association Committee on
1-19     Cardiovascular Disease; he served as an alternate delegate and
1-20     delegate of the Wichita County Medical Association and, in 1997,
1-21     was elected president of the Wichita County Medical Society; and
1-22           WHEREAS, A  dedicated  proponent  of  various  policy issues
1-23     relating to the medical profession, Dr. Waters served as  President
1-24     of the North Texas Medical Foundation and was secretary for four
 2-1     years and vice president for two years of the Board of Governors of
 2-2     Texas Medical Liability Trust; the vice chairman and later chairman
 2-3     of the District XIII TexPAC as well as a member of the Candidate
 2-4     Evaluation Committee, Dr. Waters acted as cochairman of the Wichita
 2-5     Falls Texans for Tort Reform; furthermore, he founded and served on
 2-6     the Board of Directors of the North Texans Against Lawsuit Abuse;
 2-7     and
 2-8           WHEREAS, An Eagle Scout himself, he contributed greatly to
 2-9     his area's youth as an active supporter of the Boy Scouts of
2-10     America, serving on the Board of Directors of the Northwest Texas
2-11     Council where he was vice president for Health and Safety; he was
2-12     also a Heritage Society member and a lector at the Episcopal Church
2-13     of the Good Shepherd; and
2-14           WHEREAS, Dr. Waters was a talented physician dedicated to his
2-15     profession, a fine citizen generous to his community, and a loving
2-16     husband and father devoted to his family; he will be deeply missed
2-17     but his spirit will undoubtedly live on for all those whose lives
2-18     he touched; now, therefore, be it
2-19           RESOLVED, That the House of Representatives of the 77th Texas
2-20     Legislature hereby pay tribute to the life of Dr. Samuel C. "Sam"
2-21     Waters and extend sincere sympathy to the members of his family:
2-22     to his wife, Linda; to his son, George Peter; to his daughters,
2-23     Heather Helen and Elizabeth Ivy; and to his other relatives and
2-24     many friends; and, be it further
2-25           RESOLVED, That an official copy of this resolution be
2-26     prepared for the members of his family and that when the Texas
2-27     House of Representatives adjourns this day, it do so in memory of
 3-1     Samuel C. Waters.
