                                 R E S O L U T I O N
 1-1           WHEREAS, On March 15, 2001, Cleo Sims of Dallas received a
 1-2     well-deserved honor when she was presented the Outstanding Texan
 1-3     Award in the area of public service from the Texas Legislative
 1-4     Black Caucus; and
 1-5           WHEREAS, Since 1990, Ms. Sims has performed countless good
 1-6     works while serving as executive director of Dallas County
 1-7     Community Action Committee, Inc. (DCCAC); through her dedication to
 1-8     helping low-income citizens, Ms. Sims has been instrumental in
 1-9     bringing to the Dallas County area eight community service centers,
1-10     a thrift store, a restaurant, and three computer learning centers;
1-11     and
1-12           WHEREAS, This esteemed lady is especially proud of the
1-13     DCCAC's annual Thanksgiving dinner and Christmas gifts and toys
1-14     program, which last year fed 3,000 homeless families, provided
1-15     gifts and toys for 150 families and 210 senior citizens, and spread
1-16     immeasurable holiday cheer; and
1-17           WHEREAS, In honor of her significant efforts to improve the
1-18     quality of life in Dallas County, Ms. Sims has received numerous
1-19     accolades, including recognition by former governor Ann Richards
1-20     for her volunteerism and the Excellence in Affordable Housing
1-21     Production Award given by the Texas Department of Housing and
1-22     Community Affairs; and
1-23           WHEREAS, A civic leader of integrity and compassion and a
1-24     trustworthy advocate for those in need, Ms. Sims is truly deserving
 2-1     of the distinction of Outstanding Texan; now, therefore, be it
 2-2           RESOLVED, That the House of Representatives of the 77th Texas
 2-3     Legislature hereby congratulate Cleo Sims on her receipt of an
 2-4     Outstanding Texan Award in the area of public service from the
 2-5     Texas Legislative Black Caucus and extend to her best wishes for
 2-6     continued success and happiness; and, be it further
 2-7           RESOLVED, That an official copy of this resolution be
 2-8     prepared for Ms. Sims as an expression of high regard by the Texas
 2-9     House of Representatives.
