R E S O L U T I O N
 1-1           WHEREAS, The Best Southwest Partnership, sponsored by the
 1-2     Chambers of Commerce of Cedar Hill, Duncanville, DeSoto, and
 1-3     Lancaster, is doing admirable work in promoting the development of
 1-4     southwest Dallas County; and
 1-5           WHEREAS, Established in 1986 and chartered as a nonprofit
 1-6     corporation in 1990, the partnership works with legislators to
 1-7     create a favorable business environment, undertakes joint marketing
 1-8     programs to publicize the many assets of the partnership cities,
 1-9     and advocates initiatives that will foster economic progress and
1-10     address other regional concerns; and
1-11           WHEREAS, Partnership policies are established by a body of 24
1-12     members, with six persons appointed by each of the participating
1-13     chambers of commerce; all actions taken must be unanimous and
1-14     consistent with the mission and bylaws of the sponsoring chambers;
1-15     funding for this enterprise comes jointly from public and private
1-16     sources; and
1-17           WHEREAS, The partnership encourages collaboration among the
1-18     area's civic, business, and educational entities, and the fruits of
1-19     this approach are evident in such new groups and facilities as the
1-20     Regional Transportation Council, dispatch center, library
1-21     cooperative, training center, and animal shelter; other
1-22     undertakings inaugurated by the partnership include Leadership
1-23     Southwest, a program to identify and train community leaders, and
1-24     the Best Southwest Coalition for Education; and
 2-1           WHEREAS, The Best Southwest Partnership is marshalling the
 2-2     cooperative, forward-looking spirit of its four cities in the
 2-3     furtherance of substantive common goals, and the realization of
 2-4     each new objective contributes immeasurably to the quality of life
 2-5     enjoyed by this region's more than 130,000 residents; now,
 2-6     therefore, be it
 2-7           RESOLVED, That the House of Representatives of the 77th Texas
 2-8     Legislature hereby commend the Best Southwest Partnership for its
 2-9     outstanding work in promoting the development of southwest Dallas
2-10     County and extend to it and the sponsoring chambers of commerce
2-11     sincere best wishes for success in their future endeavors.
