                                 R E S O L U T I O N
 1-1           WHEREAS, Dr. Franklyn G. Jenifer, president of The University
 1-2     of Texas at Dallas, is being honored by the Texas Legislative Black
 1-3     Caucus with an Outstanding Texan Award for his contributions in the
 1-4     field of education; and
 1-5           WHEREAS, This esteemed gentleman earned bachelor's and
 1-6     master's degrees in microbiology at Howard University and obtained
 1-7     a doctorate in plant virology from the University of Maryland;
 1-8     before assuming his present position he served as chancellor of the
 1-9     Massachusetts Board of Regents of Higher Education, overseeing 27
1-10     colleges and universities and some 180,000 students, and as
1-11     president of Howard University; and
1-12           WHEREAS, President of UT Dallas since 1994, he has developed
1-13     a strategic plan for the university and secured funding to more
1-14     than double the size of the School of Engineering and Computer
1-15     Sciences, to erect a new School of Management building, and to
1-16     undertake other construction projects; and
1-17           WHEREAS, In addition, Dr. Jenifer has helped to raise
1-18     millions of dollars to fund scholarships for gifted freshmen,
1-19     guided UT Dallas through the largest percentage increase in
1-20     enrollment of any Texas university over the 1994-2000 period,
1-21     appointed six new deans, and significantly increased the number of
1-22     women and minorities employed at the university; and
1-23           WHEREAS, A former chairman of the American Council on
1-24     Education, Dr. Jenifer was appointed by Governor George Bush to
 2-1     serve on the Texas Science and  Technology Council,  and has also
 2-2     served with distinction in a number of educational and civic
 2-3     organizations; throughout his illustrious career, he has been
 2-4     accorded many accolades and has received numerous honorary degrees;
 2-5     and
 2-6           WHEREAS, Dr. Jenifer's impressive record of service speaks
 2-7     volumes about his commitment to furthering education, and it is a
 2-8     privilege to commend him at this time; now, therefore, be it
 2-9           RESOLVED, That the House of Representatives of the 77th Texas
2-10     Legislature hereby congratulate Dr. Franklyn G. Jenifer on his
2-11     receipt of an Outstanding Texan Award for his contributions to the
2-12     field of education by the Texas Legislative Black Caucus and extend
2-13     to him sincere best wishes for continued success; and, be it
2-14     further
2-15           RESOLVED, That an official copy of this resolution be
2-16     prepared for Dr. Jenifer as an expression of high regard by the
2-17     Texas House of Representatives.
