R E S O L U T I O N 1-1 WHEREAS, In January 2001, Charlene Lowe, a third-grade 1-2 teacher at Livingston Elementary School, was honored with the 1-3 Regular Educator of the Year award from the Texas Council of 1-4 Administrators of Special Education, Inc., and her selection is 1-5 indicative of her willingness to go above and beyond the call of 1-6 duty in behalf of her students; and 1-7 WHEREAS, Ms. Lowe is one of only three people statewide to be 1-8 recognized by the organization, and she is the only one of them who 1-9 teaches standard, rather than special education, classes; chosen 1-10 for her work in an inclusive classroom, which integrates regular 1-11 and special education students, she does an exceptional job of 1-12 working with other teachers, parents, administrators, and community 1-13 members to determine needs and implement class programming that 1-14 achieves high levels of success for all her pupils; and 1-15 WHEREAS, This esteemed educator also received recognition on 1-16 March 25, 2001, when Congressman Jim Turner flew an American flag 1-17 over the United States Capitol as a tribute to her service to her 1-18 students and her community; and 1-19 WHEREAS, Ms. Lowe is widely admired by colleagues, parents, 1-20 and students, and it is a privilege to commend her at this time; 1-21 now, therefore, be it 1-22 RESOLVED, That the House of Representatives of the 77th Texas 1-23 Legislature hereby congratulate Charlene Lowe on her receipt of the 1-24 Regular Educator of the Year award from the Texas Council of 2-1 Administrators of Special Education, Inc., and extend to her 2-2 sincere best wishes for continued success and happiness; and, be it 2-3 further 2-4 RESOLVED, That an official copy of this resolution be 2-5 prepared for Ms. Lowe as an expression of high regard by the Texas 2-6 House of Representatives.
