                                 R E S O L U T I O N
 1-1           WHEREAS, The passing of Dr. Walter Carlyle Barnes, Jr., of
 1-2     Texarkana on March 27, 2001, at the age of 78, has brought a great
 1-3     loss to the family and friends of this esteemed gentleman; and
 1-4           WHEREAS, Born on May 25, 1922, in North Carolina, Dr. Barnes
 1-5     was named Most Outstanding Student in his 1939 high school
 1-6     graduating class; he went on to earn a bachelor's degree at the
 1-7     University of North Carolina and a medical degree from Temple
 1-8     University in 1948; and
 1-9           WHEREAS, Before moving to Texarkana, Dr. Barnes worked at
1-10     hospitals in North Carolina, Tennessee, and Virginia and served as
1-11     a surgeon in the United States Army; and
1-12           WHEREAS, A founding member of the American Academy of General
1-13     Surgery, Dr. Barnes held a number of important positions throughout
1-14     his professional career; at both St. Michael Hospital and  Wadley
1-15     Regional Medical Center, he served as chief of staff, chief of
1-16     surgery, and as a member of the surgical staff; in addition, he was
1-17     the medical director for four years at St. Michael Hospital, which
1-18     is now CHRISTUS St. Michael Health System; and
1-19           WHEREAS, His commitment to medicine extended far beyond his
1-20     occupation; Dr. Barnes was a former president and longtime member
1-21     of the Texarkana College Board of Trustees and dedicated himself to
1-22     furthering the school's nursing programs; and
1-23           WHEREAS, This exemplary gentleman was actively involved in
1-24     the community and served as a president and board member of the
 2-1     Caddo Area Council of the Boy Scouts of America; moreover, he was
 2-2     the founding director of the Commercial National Bank and a valued
 2-3     member of Williams Memorial United Methodist Church; and
 2-4           WHEREAS, His myriad accomplishments included receiving the
 2-5     C.E. Palmer Award for Outstanding Civic Service in 1993 and the
 2-6     Distinguished Eagle Scout Award in 1974; Dr. Barnes was also given
 2-7     a commendation medal and ribbon for his meritorious service in the
 2-8     U.S. Army; and
 2-9           WHEREAS, Widely admired and respected for his compassion,
2-10     wisdom, and quick wit, Dr. Barnes was a civic leader who diligently
2-11     strived to make the Texarkana community a safer and better place
2-12     for everyone; his many good works and deeds had a positive impact
2-13     on countless people; and
2-14           WHEREAS, Although he will be deeply missed, Dr. Barnes'
2-15     bright spirit and devotion to medicine and his community will
2-16     continue to live on in the memories of all those whose lives he
2-17     touched; now, therefore, be it
2-18           RESOLVED, That the House of Representatives of the 77th Texas
2-19     Legislature hereby pay tribute to the life of Dr. Walter Carlyle
2-20     Barnes, Jr., and extend sincere sympathy to the members of his
2-21     family: to his wife, Pauline Lehman Barnes; to his daughter,
2-22     Abigail Ruth Barnes; to his sons and daughter-in-law, Walter C.
2-23     Barnes III and his wife, Cynthia, and Henry F. Certain; to his
2-24     brother, Lewis Tolbert Barnes; to his grandchildren, Katherine V.
2-25     Barnes, Amanda A. Barnes, and Walter C. Barnes, IV; and to his
2-26     other relatives, friends, and colleagues; and, be it further
2-27           RESOLVED, That an official copy of this resolution be
 3-1     prepared for his family and that when the Texas House of
 3-2     Representatives adjourns this day, it do so in memory of Dr. Walter
 3-3     Carlyle Barnes, Jr.
