R E S O L U T I O N
 1-1           WHEREAS, The retirement of Alexander E. Briseno as city
 1-2     manager of San Antonio concludes an exemplary record of public
 1-3     service in behalf of his fellow citizens; and
 1-4           WHEREAS, Since his appointment to this key position in April
 1-5     1990, Mr. Briseno's responsibilities have included oversight of a
 1-6     budget totaling more than $1 billion and supervision of more than
 1-7     11,000 employees; the administrative machinery he oversees serves a
 1-8     thriving metropolis that exceeds 1.1 million residents, covers more
 1-9     than 417 square miles, and is one of the top tourist destinations
1-10     in the state; and
1-11           WHEREAS, Mr. Briseno began his career with the City of San
1-12     Antonio in 1977 as assistant to the city manager, and in 1980 he
1-13     became assistant city manager; before returning to the Alamo City,
1-14     his hometown, he spent several years in the United States Army,
1-15     where he attained the rank of captain and held an assignment as
1-16     aide-de-camp to the commanding general of the Army Medical Research
1-17     and Development Command in Washington, D.C.; and
1-18           WHEREAS, A Fellow in the National Academy of Public
1-19     Administration, Mr. Briseno has served on the boards of several
1-20     professional organizations; his volunteerism includes such worthy
1-21     groups as the Boy Scouts of America, the United Way of San Antonio
1-22     and Bexar County, and the American Diabetes Association; and
1-23           WHEREAS, For his commitment to his profession and his
1-24     community, Mr. Briseno has received numerous accolades, including
 2-1     the 2000 International City-County Management Association (ICMA)
 2-2     Hispanic Network Award of Appreciation, the 2000 ICMA Program
 2-3     Excellence Award for Outstanding Partnerships in Intergovernmental
 2-4     Cooperation, the 1999 ICMA L. P. Cookingham Award of Excellence for
 2-5     Career Development, the 1998 YWCA Mentor and Allies Award, and the
 2-6     1993 Champion of Children Award from the Texas Coalition for
 2-7     Juvenile Justice; and
 2-8           WHEREAS, Mr. Briseno graduated magna cum laude from Trinity
 2-9     University with a degree in economics, and he later earned a
2-10     master's degree in urban studies from the same institution; and
2-11           WHEREAS, Over the course of his career in city management,
2-12     Alex Briseno has made innumerable contributions to the quality of
2-13     life in San Antonio and Bexar County and it is truly a privilege to
2-14     join his family, friends, and colleagues in honoring him at this
2-15     time; now, therefore, be it
2-16           RESOLVED, That the House of Representatives of the 77th Texas
2-17     Legislature hereby commend Alexander E. Briseno for his exemplary
2-18     career with the City of San Antonio and extend to him sincere best
2-19     wishes for continued success and happiness; and, be it further
2-20           RESOLVED, That an official copy of this resolution be
2-21     prepared for Mr. Briseno as an expression of high regard by the
2-22     Texas House of Representatives.
