                                 R E S O L U T I O N
 1-1           WHEREAS, The House of Representatives of the State of Texas
 1-2     takes great pride in recognizing April 18, 2001, as Community
 1-3     Economic Development Day at the State Capitol; and
 1-4           WHEREAS, Community economic development corporations work to
 1-5     improve and meet the needs of the poorest working families in their
 1-6     community, striving to shift the balance of power by enabling
 1-7     low-income communities access to resources traditionally out of
 1-8     their reach through the provision of affordable housing, the
 1-9     creation of economic development projects through small business
1-10     lending, as well as, providing other alternative financing options
1-11     traditionally not available to impoverished, minority
1-12     neighborhoods; and
1-13           WHEREAS, The Texas Association of Community Development
1-14     Corporations is celebrating April 18, 2001, as Community Economic
1-15     Development Day to congratulate and recognize the community based
1-16     organizations for their hard work and efforts in community economic
1-17     development; and
1-18           WHEREAS, Organizations devoted to community economic
1-19     development across Texas have produced over 24,500 units of
1-20     owner-occupied housing, as well as a projected 11,243 more housing
1-21     units under planning and construction, which has been underway
1-22     since 2000; and
1-23           WHEREAS, Community development finance institutions, the
 2-1     community lenders, have fueled economic development in underserved
 2-2     populations in urban and rural Texas and have facilitated over
 2-3     $60.5 million to over a thousand local firms and individuals for
 2-4     their community development initiatives from 1994-1999, and with
 2-5     the help of these lenders, organizations dedicated to community
 2-6     economic development have also served these low-income communities
 2-7     by endowing services such as housing, commercial, and business
 2-8     development, as well as capacity building, training in various
 2-9     areas, youth programs and childcare services; now, therefore, be it
2-10           RESOLVED, That the House of Representatives of the State of
2-11     Texas, 77th Legislature, hereby recognize April 18, 2001, as Texas
2-12     Community Economic Development Day at the Capitol, and join the
2-13     communities in paying tribute to the impressive efforts of these
2-14     organizations and offer best wishes for continued success to all
2-15     organization members; and, be it further
2-16           RESOLVED, That an official copy of this Resolution be
2-17     prepared for the Texas Association of Community Development
2-18     Corporations as an expression of high regard by the Texas House of
2-19     Representatives.
