R E S O L U T I O N
 1-1           WHEREAS, The untimely passing of Joseph Sterling Barnes of El
 1-2     Paso on December 3, 2000, at the age of 53, brought a great loss to
 1-3     the family and friends of this beloved Texan; and
 1-4           WHEREAS, Born March 30, 1947, Mr. Barnes graduated from
 1-5     Henderson High School before attending North Texas State
 1-6     University, where he received his bachelor of science degree in
 1-7     education and secondary education in radio/TV and geography; and
 1-8           WHEREAS, In 1974, Mr. Barnes moved to El Paso and the
 1-9     following year began teaching speech at Bel Air High School; he
1-10     also taught world geography, incorporating ham radio use into his
1-11     curriculum, and gave GED classes at night for many years; and
1-12           WHEREAS, Mr. Barnes made Fort Davis videos for the Chamber of
1-13     Commerce and produced Sun Bowl Association tapes, and he served as
1-14     a ham radio disaster relay operator; and
1-15           WHEREAS, Active in professional and community organizations,
1-16     this esteemed teacher gave generously of his time as a member and
1-17     Bel Air representative of the Association of Texas Professional
1-18     Educators and as a leader of Indian Guides; and
1-19           WHEREAS, During his life he garnered numerous well-deserved
1-20     honors, including several mentions in  Who's Who in American
1-21     Teachers, the 1995-1996 Bel Air Teacher of the Year award, various
1-22     video awards from the Ysleta Film Festival, and the Christa
1-23     McAuliffe Award; and
1-24           WHEREAS, Mr. Barnes had a positive influence in the lives of
 2-1     countless students, and his spirit will undoubtedly live on in the
 2-2     hearts of the many people whose lives he deeply touched; now,
 2-3     therefore, be it
 2-4           RESOLVED, That the House of Representatives of the 77th Texas
 2-5     Legislature hereby pay tribute to the life of Joe Barnes and extend
 2-6     sincere sympathy to the members of his family:  to his wife,
 2-7     Margaret; to his sons, Eric and Kevin; to his daughter, Meredith;
 2-8     to his parents, Marcus Barnes and Marie Omerod; to his sisters; and
 2-9     to his other relatives and many friends; and, be it further
2-10           RESOLVED, That an official copy of this resolution be
2-11     prepared  for the members of his family and that when the Texas
2-12     House of Representatives adjourns this day, it do so in memory of
2-13     Joseph Sterling Barnes.
