R E S O L U T I O N
 1-1           WHEREAS, Longtime Kerrville lawyer and public servant Darrell
 1-2     G. Lochte, who died on February 28, 2000, at the age of 81, was a
 1-3     central figure in the development and protection of water resources
 1-4     in Kerr County; and
 1-5           WHEREAS, Born in Paris, Texas, on January 22, 1919,
 1-6     Mr. Lochte grew up in Kerrville and graduated from Tivy High
 1-7     School; after service with the United States Army Air Corps in
 1-8     World War II, flying bombers in missions over Italy and North
 1-9     Africa, he resumed his education and graduated from The University
1-10     of Texas School of Law in 1948; and
1-11           WHEREAS, Returning to Kerrville, Mr. Lochte went into private
1-12     practice and simultaneously took over the Kerr County Abstract
1-13     Company, which his parents had helped found in 1924; he continued
1-14     to lead the company until it was sold in 1967; in addition to these
1-15     pursuits, he served as county attorney from 1959 to 1962 and as
1-16     general counsel to the Upper Guadalupe River Authority (UGRA); and
1-17           WHEREAS, Mr. Lochte was appointed to four terms as director
1-18     of the UGRA, serving on the board from 1958 to 1986, with a brief
1-19     interlude between 1970 and 1973; during his tenure with the board
1-20     he was instrumental in securing the construction of dams for flood
1-21     control; he also played a crucial role in the development of the
1-22     dam, water treatment plant, and associated lake at Kerrville and in
1-23     acquiring the right-of-way and flowage easement; and
1-24           WHEREAS, Long concerned about underground water resources,
 2-1     Mr. Lochte supported the creation in 1991 of the Headwaters
 2-2     Underground Water Conservation District to deal with groundwater in
 2-3     Kerr County; his comprehensive grasp of water-related matters
 2-4     extended as well to environmental issues; and
 2-5           WHEREAS, Greatly esteemed for his legal expertise, Mr. Lochte
 2-6     was equally respected for his countless hours of uncompensated
 2-7     service in behalf of his fellow citizens, whether working on
 2-8     affairs of concern to the UGRA or representing clients in his
 2-9     private practice; and
2-10           WHEREAS, He is remembered fondly as a walking encyclopedia of
2-11     Kerr County lore, as a wonderful raconteur, and as a gentleman of
2-12     courtliness, kindness, and patience; and
2-13           WHEREAS, The work of preserving and maximizing the water
2-14     resources of Kerr County has benefited immeasurably from
2-15     Mr. Lochte's tenacious commitment and steady leadership, and it is
2-16     a privilege to join his family and other loved ones in remembering
2-17     him at this time; now, therefore, be it
2-18           RESOLVED, That the House of Representatives of the 77th Texas
2-19     Legislature hereby pay tribute to the life of Darrell G. Lochte and
2-20     extend sincere sympathy to his son, Stephen, to his daughters,
2-21     Stephanie and Cindy, and to their families, and to the many friends
2-22     of this notable Texan; and, be it further
2-23           RESOLVED, That an official copy of this resolution be
2-24     prepared for the members of his family and that when the Texas
2-25     House of Representatives adjourns this day, it do so in memory of
2-26     Darrell G. Lochte.
