                                 R E S O L U T I O N
 1-1           WHEREAS, The passing of Mildred Garland of Dallas has brought
 1-2     a great loss to the family and countless friends and admirers of
 1-3     this noted community leader and activist; and
 1-4           WHEREAS, Born on September 12, 1925, in Dallas, she lived in
 1-5     that city most of her life; she graduated from Lincoln High School
 1-6     at the age of 15 and a year later had successfully completed the
 1-7     cosmetology program requirements at Madam C. J. Walker's school,
 1-8     and she would become co-owner of Cimota Beauty Shop; and
 1-9           WHEREAS, Mrs. Garland founded the Allen Street Community
1-10     Center with her sister, Allene Hardy, in the early 1960s, and it
1-11     served as a model for the federal Community Action Program, a major
1-12     component of President Lyndon Johnson's "War on Poverty"; in
1-13     addition, she was instrumental in the creation of the Dallas Summer
1-14     Food Program, and she established the South Dallas Educational
1-15     Center to  assist seniors with food and utility payments; and
1-16           WHEREAS, During her lifetime, this outstanding Texan
1-17     contributed to the betterment of her community through service as a
1-18     member of the City of Dallas Community Development Board and
1-19     through involvement with Dallas Legal Services, Dallas County
1-20     Community Action Center, and the National Clients Council in
1-21     Washington, D.C.; and
1-22           WHEREAS, A woman of faith, she remained a steadfast member of
1-23     Saint Peter Cathedral; she also made time as a civic leader and
1-24     businesswoman to serve as a Democratic Party precinct chair; and
 2-1           WHEREAS, Those who were privileged to share the love and
 2-2     friendship of Mildred Garland will long miss her presence, and she
 2-3     will surely be remembered with great affection and admiration for
 2-4     many years to come; now, therefore, be it
 2-5           RESOLVED, That the House of Representatives of the 77th Texas
 2-6     Legislature hereby pay tribute to the life of Mildred Garland and
 2-7     extend sincere sympathy to the members of her family: to her son,
 2-8     Michael Garland; to her grandchildren, Regina Hester, Torri West,
 2-9     Michael Garland, Jr., William Garland, Jason Garland, and Anthony
2-10     Small-Garland; to her sister, Lois B. Foreman; to her brothers,
2-11     Alfred D. Foreman and B. C. Foreman; to her great-grandchildren;
2-12     and to the many other relatives and friends of this beloved woman;
2-13     and, be it further
2-14           RESOLVED, That an official copy of this resolution be
2-15     prepared for her family and that when the Texas House of
2-16     Representatives adjourns this day, it do so in memory of Mildred
2-17     Garland.
