R E S O L U T I O N
1-1 WHEREAS, Periodic floods on the Colorado River, its tributary
1-2 streams, and the Highland Lakes cause extensive damage to property
1-3 and loss of life; and
1-4 WHEREAS, The Highland Lakes region and lower Colorado River
1-5 basin are experiencing rapid population growth and continued
1-6 development within the floodplains of the Colorado River and its
1-7 tributaries; and
1-8 WHEREAS, Local floodplain and emergency management programs
1-9 in the Highland Lakes region and lower Colorado River basin need
1-10 support in the areas of technical and financial assistance,
1-11 training, education, and flood map revisions; and
1-12 WHEREAS, Pursuant to Chapter 791, Government Code (the
1-13 Interlocal Cooperation Act), counties and cities in the Colorado
1-14 River basin have entered into an agreement to create the Texas
1-15 Colorado River Floodplain Coalition to better coordinate and make
1-16 more effective their floodplain and emergency management programs,
1-17 and the coalition is eligible to receive related state, federal, or
1-18 other grants and to enter into contractual agreements for the
1-19 mutual benefit of its members; now, therefore, be it
1-20 RESOLVED, That the House of Representatives of the 77th Texas
1-21 Legislature hereby commend the participating communities of the
1-22 Texas Colorado River Floodplain Coalition for their efforts to
1-23 reduce and mitigate damages from flooding and other natural
1-24 disasters and to protect the public health and safety; and, be it
2-1 further
2-2 RESOLVED, That the Texas House of Representatives support a
2-3 joint effort by the Texas Natural Resource Conservation Commission,
2-4 the Texas Water Development Board, the Division of Emergency
2-5 Management at the Department of Public Safety, and the Texas
2-6 Colorado River Floodplain Coalition to pursue means of enhancing
2-7 flood and emergency management and revising flood maps for all
2-8 participating communities in the coalition; and, be it further
2-9 RESOLVED, That the agencies and the coalition provide any
2-10 report or recommendations resulting from their collaborative
2-11 efforts to the 78th Legislature when it convenes in January 2003.
