R E S O L U T I O N 1-1 WHEREAS, Carly Raquel Martinez was a lifelong resident of El 1-2 Paso and an active member of her school and community; and 1-3 WHEREAS, Born June 11, 1979, she was a remarkable young lady 1-4 who exhibited intelligence, integrity, generosity, compassion, 1-5 courage, and the caring, good-natured spirit of an angel during her 1-6 lifetime; a loving daughter, granddaughter, aunt, sister, niece, 1-7 cousin, twin, and friend, Ms. Martinez is deeply missed, though her 1-8 spirit lives on in the hearts, minds, and everyday actions of her 1-9 family, her many friends, and all those whose lives she touched; 1-10 and 1-11 WHEREAS, While in her early teens, Ms. Martinez volunteered 1-12 at El Paso's "Safety Town," where she taught traffic and community 1-13 safety to children as young as four years old; a 1997 graduate of 1-14 Burges High School, she was a member of the school's varsity 1-15 volleyball team, track team, choir, and student council, served on 1-16 the class executive committee as both a junior and a senior, and 1-17 was voted Class Favorite by her peers; and 1-18 WHEREAS, Ms. Martinez also attended Primera Iglesia Bautista 1-19 Mexicana throughout her life and was an active member and star on 1-20 the church's volleyball team; an all-star setter and defensive 1-21 specialist, she played in several city leagues, leading her teams 1-22 to a number of championships; and 1-23 WHEREAS, On January 14, 1998, this lovely young lady was 1-24 tragically taken from her family, friends, and community, and her 2-1 senseless death united three communities and two states and filled 2-2 the hearts of thousands with a deep sense of loss; rallying behind 2-3 their love for Ms. Martinez, these communities came together in 2-4 support of her family and friends and to insist that justice be 2-5 served; and 2-6 WHEREAS, In the three years since Ms. Martinez's death, 2-7 members of the community still love and remember El Paso's angel 2-8 and continue to honor her memory and work to prevent future 2-9 tragedies through their support of the Carly Martinez Race for 2-10 Awareness; the event is held yearly on the first weekend in 2-11 November to benefit El Paso's rape crisis center, STARS, and to her 2-12 family, friends, and the communities of El Paso, Las Cruces, New 2-13 Mexico, and Ciudad Juarez, Chihuahua, Mexico, Carly Raquel Martinez 2-14 remains a symbol of love, hope, and strength whose memory will long 2-15 be treasured; now, therefore, be it 2-16 RESOLVED, That the House of Representatives of the 77th Texas 2-17 Legislature hereby pay tribute to the life of Carly Raquel Martinez 2-18 and extend sincere sympathy to the members of her immediate and 2-19 extended family: to her parents, Carlos and Rachel Martinez; to 2-20 her siblings, Roxanne, twin brother, Carlos Marcos, and David Joel; 2-21 to her niece, Jacqueline Rae Martinez; to her nephew, Jordan Bryan 2-22 Lewis; to her grandmother, Carlota Aranda Martinez; to her six 2-23 aunts, six uncles, and eight cousins; and to her other relatives, 2-24 many friends, and communities; and, be it further RESOLVED, 2-25 That an official copy of this resolution be prepared for her family 2-26 and that when the Texas House of Representatives adjourns this day, 2-27 it do so in memory of Carly Raquel Martinez.
