By Krusee H.R. No. 1170 77R16999 MW-D R E S O L U T I O N 1-1 WHEREAS, The Honorable John R. Carter is being recognized on 1-2 May 21, 2001, for his 20 years of distinguished service to 1-3 Williamson County and the Lone Star State as 277th District Court 1-4 judge; and 1-5 WHEREAS, A graduate of Texas Tech University, The University 1-6 of Texas, and the Texas College for the Judiciary, Mr. Carter held 1-7 various positions throughout his community before his appointment 1-8 as judge; he was in the private practice of law in Round Rock, 1-9 where he also served as municipal judge and as chairman of the 1-10 planning and zoning commission; and 1-11 WHEREAS, Appointed to the 277th District Court in 1981 by 1-12 Governor William P. Clements, Judge Carter has earned the respect 1-13 and admiration of colleagues and citizens alike throughout his 1-14 meritorious career, which has included several high-profile 1-15 criminal cases, more than 15,000 family cases, and myriad civil 1-16 cases, including the longest one in county history, which lasted 12 1-17 weeks; and 1-18 WHEREAS, Judge Carter has also served two terms as county 1-19 presiding judge and has been involved in the construction of a new 1-20 jail and courthouse annex, a juvenile detention center, and the 1-21 Bartlett State Jail, as well as the Central Texas Drug and Alcohol 1-22 Treatment Center; and 1-23 WHEREAS, While chairing the Juvenile Board of Williamson 1-24 County since its creation in 1984, Judge Carter helped to create 2-1 the Williamson County Academy and the Juvenile Justice Alternative 2-2 Education Program; furthermore, he has overseen the adult 2-3 probation, juvenile probation, and auditor's offices, which all 2-4 have received recognition for outstanding performance; and 2-5 WHEREAS, A noteworthy district judge and committed civic 2-6 leader, Judge Carter has been honored by various entities in 2-7 recognition of his work on and off the bench; he has been accorded 2-8 a letter of commendation from the Texas Third Administrative 2-9 Judicial District for outstanding service, and he received the 2-10 Texas Jaycees' Governmental Affairs Award as well as the Williamson 2-11 County FFA-4H Certificate of Outstanding Support; moreover, he is 2-12 the recipient of the Williamson County Republican Party's 2-13 Distinguished Service Award, which will now be called the Judge 2-14 John R. Carter Distinguished Service Award; and 2-15 WHEREAS, Exemplifying the highest ideals of jurisprudence 2-16 while maintaining the integrity, fairness, and expertise indicative 2-17 of his character, Judge Carter truly warrants special legislative 2-18 recognition for his outstanding service to the State of Texas; now, 2-19 therefore, be it 2-20 RESOLVED, That the House of Representatives of the 77th Texas 2-21 Legislature hereby commend the Honorable John R. Carter for his 20 2-22 years of service as judge of the 277th State District Court and 2-23 extend to him sincere best wishes for the future; and, be it 2-24 further 2-25 RESOLVED, That an official copy of this resolution be 2-26 prepared for Judge Carter as an expression of high regard by the 2-27 Texas House of Representatives.
