R E S O L U T I O N 1-1 WHEREAS, A 22-year veteran of the Austin Police Department 1-2 and current president of the Austin Police Association (APA), 1-3 Detective Mike Sheffield has a distinguished record of service to 1-4 the force and to the community; and 1-5 WHEREAS, Throughout his sterling career as an Austin police 1-6 officer, Detective Sheffield has garnered 36 commendations, the 1-7 Master Peace Officer Ribbon, certificates of appreciation for three 1-8 different years, and the 1991 BASICS Award; and 1-9 WHEREAS, For the last three years, Detective Sheffield has 1-10 served as president of the 1,120-member APA, and before his 1-11 election he had served on the association's board continuously 1-12 since the late 1980s; throughout his fine tenure, he has earned a 1-13 notable reputation as a leader for his intelligence, integrity, 1-14 leadership, foresight, and ability to build consensus; and 1-15 WHEREAS, In the past year alone, Detective Sheffield worked 1-16 nights at drug court while spending his days negotiating a new 1-17 three-year agreement with the Austin City Council, which raises 1-18 officers' base pay 22.4 percent over the next three years and 1-19 provides additional benefits; moreover, he helped to establish 1-20 Austin's first-ever civilian review of alleged police misconduct; 1-21 and 1-22 WHEREAS, At the statewide level, Detective Sheffield works 1-23 closely with the Combined Law Enforcement Associations of Texas 1-24 (CLEAT) to secure the passage of legislation affecting police labor 2-1 and public safety issues; and 2-2 WHEREAS, True to his motto "there to serve, not to be 2-3 served," Detective Sheffield negotiates compromises that serve all 2-4 parties involved, and his ability to continually achieve success in 2-5 this difficult, challenging role has earned him the lasting respect 2-6 and admiration of a great many people; now, therefore, be it 2-7 RESOLVED, That the House of Representatives of the 77th Texas 2-8 Legislature hereby honor Detective Mike Sheffield for his 2-9 outstanding leadership as president of the Austin Police 2-10 Association and commend him for the many significant contributions 2-11 he has made to the field of law enforcement in Texas; and, be it 2-12 further 2-13 RESOLVED, That an official copy of this resolution be 2-14 prepared for Detective Sheffield as an expression of high regard by 2-15 the Texas House of Representatives.
