R E S O L U T I O N 1-1 WHEREAS, The Texas House of Representatives takes great 1-2 pleasure in honoring S. W. Carter for his significant contributions 1-3 to Shelby County; and 1-4 WHEREAS, His commitment to his fellowman is demonstrated by 1-5 his efforts as president of the board of directors of Deep East 1-6 Texas Electric Co-op and Tex-La of Texas Electric Co-op, as a board 1-7 member of Northeast Texas Electric Cooperative, and through his 1-8 leadership on the boards and committees of the Shelby County 1-9 Historical Commission, Shelby County Farm Bureau, Shelby Regional 1-10 Medical Center, Shelby Soil and Water Conservation District, Shelby 1-11 County Appraisal District, and the Shelby County Historical 1-12 Society, of which he is a charter member; and 1-13 WHEREAS, A staunch believer in the value of education, 1-14 Mr. Carter brought his considerable expertise to the position of 1-15 superintendent of the Shelbyville ISD for more than two decades; he 1-16 also was a teacher at Shelbyville High School and later guided that 1-17 institution as its principal; and 1-18 WHEREAS, A veteran of the U.S. Army's 11th Airborne Division, 1-19 he shares his faith as a member of the First Baptist Church of 1-20 Shelbyville and in 2000 was honored with a 50-year membership pin 1-21 from Sam Houston Lodge #32; and 1-22 WHEREAS, He is a graduate of Shelbyville High School and 1-23 earned a bachelor of arts degree from The University of Texas and a 1-24 master's degree in school administration from Stephen F. Austin 2-1 State University; and 2-2 WHEREAS, S. W. Carter's commitment to bettering the lives of 2-3 his fellow citizens is an inspiration to all who know him, and it 2-4 is indeed appropriate that he receive special legislative 2-5 recognition; now, therefore, be it 2-6 RESOLVED, That the House of Representatives of the 77th Texas 2-7 Legislature hereby commend S. W. Carter for his outstanding service 2-8 to the citizens of Shelby County and extend to him sincere best 2-9 wishes for continued success and happiness; and, be it further 2-10 RESOLVED, That an official copy of this resolution be 2-11 prepared for Mr. Carter as an expression of high regard by the 2-12 Texas House of Representatives.
