R E S O L U T I O N
 1-1           BE IT RESOLVED, BY THE House of Representatives of the State
 1-2     of Texas, that House Rule 13, Chapter C, Sections 9(a) and 9(b), be
 1-3     suspended in part as provided by House Rule, Chapter C, Section
 1-4     9(f) to enable consideration of, and action on, the following
 1-5     specific matters which may be contained in the Conference Committee
 1-6     Report on Senate Bill 1.
 1-7     1.  Salary Policy
 1-8         The Conference Committee Report provides for an annual salary
 1-9         increase of 4 percent as of September 1, 2001, with a minimum
1-10         of $100 per month, to state employees and non-faculty employees
1-11         of institutions of higher education.  A person must have been
1-12         employed by the state for one year prior to September 1, 2001
1-13         to be eligible for the salary increase, but phased eligibility
1-14         at September 1, 2002 and March 1, 2003 is provided. The salary
1-15         increase does not include some employee classes at the
1-16         Department of Criminal Justice and the Texas Youth Commission.
1-17         An increase in longevity pay for state employees and employees
1-18         at institutions of higher education is also provided in the
1-19         Conference Committee Report, contingent on passage of
1-20         authorizing legislation.  This provision would increase
1-21         longevity pay to a rate of $20 per month for each 3 years of
1-22         state service.  The Conference Committee Report also provides
1-23         an additional salary increase of $65 per month effective
1-24         September 1, 2002 for employees classified under Schedules A
 2-1         and C.  Employees classified under Schedule B and non-faculty
 2-2         employees of institutions of higher education would receive a
 2-3         salary increase of 3 percent with a $65 minimum.  This increase
 2-4         is made contingent upon certification by the Comptroller that
 2-5         sufficient revenues are available to fund it.
 2-6     2.  Format Changes
 2-7         For each general academic institution, service agency, health
 2-8         center, health science center, technical college, and system
 2-9         office, the  Conference Committee Report combines all strategy
2-10         appropriations into one single appropriation with the
2-11         individual strategies shown, for information only, as the first
2-12         rider in the institution's bill pattern.  This format change
2-13         does not affect the amount of appropriations to any institution
2-14         or the method of financing the appropriations to any
2-15         institution.
2-16     3.  Exempt Salaries
2-17         Suspend House Rule 13, Chapter C, Section 9a, Subsection (1) to
2-18         allow the Conference Committee to change, alter, or amend the
2-19         Schedule of Exempt Positions for the following agencies where
2-20         the House and Senate versions were not in disagreement.
