R E S O L U T I O N
1-1 BE IT RESOLVED by the House of Representatives of the State
1-2 of Texas, 77th Legislature, Regular Session, 2001, That House Rule
1-3 13, Section 9(a), be suspended in part as provided by House Rule
1-4 13, Section 9(f), to enable the conference committee appointed to
1-5 resolve the differences on House Bill No. 658, relating to
1-6 authorizing the issuance of revenue bonds to fund capital projects
1-7 at public institutions of higher education, to consider and take
1-8 action on the following specific matters:
1-9 (1) House Rule 13, Section 9(a)(1), is suspended to permit
1-10 the committee to amend proposed Section 55.1731(a), Education Code,
1-11 to change text not in disagreement to read as follows:
1-12 (a) In addition to the other authority granted by this
1-13 subchapter, the board of regents of The Texas A&M University System
1-14 may issue in accordance with this subchapter and in accordance with
1-15 a systemwide revenue financing program adopted by the board bonds
1-16 for the following institutions not to exceed the following
1-17 aggregate principal amounts to finance projects specified as
1-18 follows:
1-19 (1) Prairie View A&M University:
1-20 (A) $53 million to construct or renovate
1-21 engineering facilities, construct and renovate an architecture
1-22 building, and carry out other campus renovations; and

2-1 library addition and renovation of a mathematics building;
2-2 (3) Texas A&M University--Commerce, $14,960,000 to
2-3 replace a science building wing;

2-5 to construct a classroom and laboratory facility and for
2-6 construction of the Harte Research Center;

2-11 construct facilities for a pharmacy school and to construct a

2-13 (8) Texas A&M University--Texarkana, $17 million to
2-14 construct a health science building and for library renovation;
2-15 (9) West Texas A&M University, $22,780,000 to
2-16 construct a fine arts complex; and
2-17 (10) The Texas A&M University Health Science Center,
2-18 $14.3 million for construction of classroom and faculty office
2-19 facilities for the School of Rural Public Health.
2-20 Explanation: The change is necessary to provide The Texas
2-21 A&M University System appropriate bond authority to finance capital
2-22 improvements.
2-23 (2) House Rule 13, Section 9(a)(1), is suspended to permit
2-24 the committee to amend proposed Section 55.1732(a), Education Code,
2-25 to change text not in disagreement to read as follows:

4-4 (13) the Regional Academic Health Center established
4-5 under Section 74.611, $25.5 million to construct a teaching and
4-6 learning laboratory in or near the city of Harlingen; . . . .

4-8 University of Texas System appropriate bond authority to finance
4-9 capital improvements.
4-10 (3) House Rule 13, Section 9(a)(1), is suspended to permit
4-11 the committee to amend proposed Section 55.1733(a), Education Code,
4-12 to change text not in disagreement to read as follows:
4-13 (a) In addition to the other authority granted by this
4-14 subchapter, the board of regents of the University of Houston
4-15 System may issue in accordance with this subchapter and in
4-16 accordance with a systemwide revenue financing program adopted by
4-17 the board bonds for the following institutions not to exceed the
4-18 following aggregate principal amounts to finance projects specified
4-19 as follows:
4-20 (1) the University of Houston, $51 million to
4-21 construct science and engineering research and classroom
4-22 facilities;
4-23 (2) the University of Houston--Downtown, $18,232,500
4-24 to construct a classroom building;
4-25 (3) the University of Houston--Clear Lake, $30,918,750
4-26 to construct a student services and classroom building; and
4-27 (4) the University of Houston--Victoria, $2,805,000 to
5-1 remodel the University West facility, acquire and renovate a
5-2 facility services building, and renovate and expand a facility for
5-3 the center for community initiatives.
5-4 Explanation: The change is necessary to provide the
5-5 University of Houston System appropriate bond authority to finance
5-6 capital improvements.
5-7 (4) House Rule 13, Section 9(a)(1), is suspended to permit
5-8 the committee to amend proposed Section 55.1734(a), Education Code,
5-9 to change text not in disagreement to read as follows:
5-10 (a) In addition to the other authority granted by this
5-11 subchapter, the board of regents of the Texas State University
5-12 System may issue in accordance with this subchapter and in
5-13 accordance with a systemwide revenue financing program adopted by
5-14 the board bonds for the following institutions not to exceed the

5-22 renovate Gentry Hall and convert it to classroom and laboratory

5-24 (4) Lamar State College--Orange, $2,125,000 for campus
5-25 landscaping, renovation of the old library for physical plant
5-26 purposes, renovation of the Main Building and Electronics Commerce
5-27 Resource Center, and demolition of the old physical plant building;
6-1 (5) Lamar State College--Port Arthur, $7,650,000 to
6-2 construct a performing arts and classroom building and to expand
6-3 the Gates Memorial Library and develop an adjacent plaza;

6-11 State University System appropriate bond authority to finance
6-12 capital improvements.
6-13 (5) House Rule 13, Section 9(a)(1), is suspended to permit
6-14 the committee to amend proposed Section 55.1736(a), Education Code,
6-15 to change text not in disagreement to read as follows:
6-16 (a) In addition to the other authority granted by this
6-17 subchapter, the board of regents of Texas Woman's University may
6-18 issue bonds in accordance with this subchapter in the aggregate
6-19 principal amount not to exceed $25,797,500 to finance the
6-20 renovation of academic and administrative buildings at Texas
6-21 Woman's University.
6-22 Explanation: The change is necessary to provide the board of
6-23 regents of Texas Woman's University appropriate bond authority to
6-24 finance capital improvements.
6-25 (6) House Rule 13, Section 9(a)(1), is suspended to permit
6-26 the committee to amend proposed Section 55.1737(a), Education Code,
6-27 to change text not in disagreement to read as follows:
7-1 (a) In addition to the other authority granted by this
7-2 subchapter, the board of regents of Midwestern State University may
7-3 issue in accordance with this subchapter bonds not to exceed
7-4 $8,967,500 to finance campus improvements at Midwestern State
7-5 University.
7-6 Explanation: The change is necessary to provide the board of
7-7 regents of Midwestern State University appropriate bond authority
7-8 to finance capital improvements.
7-9 (7) House Rule 13, Section 9(a)(1), is suspended to permit
7-10 the committee to amend proposed Section 55.1738(a), Education Code,
7-11 to change text not in disagreement to read as follows:
7-12 (a) In addition to the other authority granted by this
7-13 subchapter, the board of regents of Stephen F. Austin State
7-14 University may issue in accordance with this subchapter bonds not
7-15 to exceed $14,070,000 to finance campus infrastructure
7-16 improvements, the construction of a telecommunications building,
7-17 the renovation of power plant facilities, and the replacement or
7-18 renovation of the Birdwell Building at Stephen F. Austin State
7-19 University.
7-20 Explanation: The change is necessary to provide the board of
7-21 regents of Stephen F. Austin State University appropriate bond
7-22 authority to finance capital improvements.
7-23 (8) House Rule 13, Section 9(a)(1), is suspended to permit
7-24 the committee to amend proposed Section 55.1739(a), Education Code,
7-25 to change text not in disagreement to read as follows:

7-27 subchapter, the board of regents of the Texas Tech University
8-1 System may issue in accordance with this subchapter and in
8-2 accordance with a systemwide revenue financing program adopted by
8-3 the board bonds for the following institutions not to exceed the

8-14 (9) House Rule 13, Section 9(a)(1), is suspended to permit
8-15 the committee to amend proposed Section 55.17391(a), Education
8-16 Code, to change text not in disagreement to read as follows:
8-17 (a) In addition to other authority granted by this
8-18 subchapter, the board of regents of Texas Southern University may
8-19 issue in accordance with this subchapter bonds not to exceed $79
8-20 million to finance the construction of a science building, the
8-21 construction of a building for the school of public affairs, the
8-22 renovation of campus facilities, including electrical and piping
8-23 systems, and campus landscaping.
8-24 Explanation: The change is necessary to provide the board of
8-25 regents of Texas Southern University appropriate bond authority to
8-26 finance capital improvements.
8-27 (10) House Rule 13, Section 9(a)(1), is suspended to permit
9-1 the committee to amend proposed Section 55.17392(a), Education
9-2 Code, to change text not in disagreement to read as follows:
9-3 (a) The board of regents of the Texas State Technical
9-4 College System may issue in accordance with this subchapter and in
9-5 accordance with a systemwide revenue financing program adopted by
9-6 the board bonds for the following institutions not to exceed the
9-7 following aggregate principal amounts for projects specified as
9-8 follows:
9-9 (1) Texas State Technical College--Harlingen, $3.4
9-10 million to construct a facility for a learning resource center and
9-11 distance learning center;
9-12 (2) Texas State Technical College--Marshall,
9-13 $1,785,000 to construct a facility for a library and administrative
9-14 activities;
9-15 (3) Texas State Technical College--Waco, $3.4 million
9-16 to renovate the industrial technology center; and
9-17 (4) Texas State Technical College--West Texas,
9-18 $2,295,000 to construct a transportation technologies building.
9-19 Explanation: The change is necessary to provide the board of
9-20 regents of the Texas State Technical College System appropriate
9-21 bond authority to finance capital improvements.
