                                 R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 77th Legislature, Regular Session, 2001, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences on House Bill No. 658, relating to
 1-6     authorizing the issuance of revenue bonds to fund capital projects
 1-7     at public institutions of higher education, to consider and take
 1-8     action on the following specific matters:
 1-9           (1)  House Rule 13, Section 9(a)(1), is suspended to permit
1-10     the committee to amend proposed Section 55.1731(a), Education Code,
1-11     to change text not in disagreement to read as follows:
1-12           (a)  In addition to the other authority granted by this
1-13     subchapter, the board of regents of The Texas A&M University System
1-14     may issue in accordance with this subchapter and in accordance with
1-15     a systemwide revenue financing program adopted by the board bonds
1-16     for the following institutions not to exceed the following
1-17     aggregate principal amounts to finance projects specified as
1-18     follows:
1-19                 (1)  Prairie View A&M University:
1-20                       (A)  $53 million to construct or renovate
1-21     engineering facilities, construct and renovate an architecture
1-22     building, and carry out other campus renovations; and

 2-1                 (2)  Tarleton State University, $18.7 million for a
 2-2     library addition and renovation of a mathematics building;
 2-3                 (3)  Texas A&M University--Commerce, $14,960,000 to
 2-4     replace a science building wing;

 2-6     to construct a classroom and laboratory facility and for
 2-7     construction of the Harte Research Center;

2-11                 (7)  Texas A&M University--Kingsville, $20,060,000 to
2-12     construct facilities for a pharmacy school and to construct a
2-13     student services building;
2-14                 (8)  Texas A&M University--Texarkana, $17 million to
2-15     construct a health science building and for library renovation;
2-16                 (9)  West Texas A&M University, $22,780,000 to
2-17     construct a fine arts complex; and
2-18                 (10)  The Texas A&M University Health Science Center,
2-19     $14.3 million for construction of classroom and faculty office
2-20     facilities for the School of Rural Public Health.
2-21           Explanation:  The change is necessary to provide The Texas
2-22     A&M University System appropriate bond authority to finance capital
2-23     improvements.
2-24           (2)  House Rule 13, Section 9(a)(1), is suspended to permit
2-25     the committee to amend proposed Section 55.1732(a), Education Code,
2-26     to change text not in disagreement to read as follows:
 3-1           (a)  In addition to the other authority granted by this
 3-2     subchapter, the board of regents of The University of Texas System
 3-3     may issue in accordance with this subchapter and in accordance with
 3-4     a systemwide revenue financing program adopted by the board bonds
 3-5     for the following institutions not to exceed the following
 3-6     aggregate principal amounts to finance projects specified as
 3-7     follows:

 4-8     under Section 74.611, $25.5 million to construct a teaching and
 4-9     learning laboratory in or near the city of Harlingen; . . . .
4-10           Explanation:  The change is necessary to provide The
4-11     University of Texas System appropriate bond authority to finance
4-12     capital improvements.
4-13           (3)  House Rule 13, Section 9(a)(1), is suspended to permit
4-14     the committee to amend proposed Section 55.1733(a), Education Code,
4-15     to change text not in disagreement to read as follows:
4-16           (a)  In addition to the other authority granted by this
4-17     subchapter, the board of regents of the University of Houston
4-18     System may issue in accordance with this subchapter and in
4-19     accordance with a systemwide revenue financing program adopted by
4-20     the board bonds  for the following institutions not to exceed the
4-21     following aggregate principal amounts to finance projects specified
4-22     as follows:
4-23                 (1)  the University of Houston, $51 million to
4-24     construct science and engineering research and classroom
4-25     facilities;
4-26                 (2)  the University of Houston--Downtown, $18,232,500
 5-1     to construct a classroom building;
 5-2                 (3)  the University of Houston--Clear Lake, $30,918,750
 5-3     to construct a student services and classroom building; and
 5-4                 (4)  the University of Houston--Victoria, $2,805,000 to
 5-5     remodel the University West facility, acquire and renovate a
 5-6     facility services building, and renovate and expand a facility for
 5-7     the center for community initiatives.
 5-8           Explanation:  The change is necessary to provide the
 5-9     University of Houston System appropriate bond authority to finance
5-10     capital improvements.
5-11           (4)  House Rule 13, Section 9(a)(1), is suspended to permit
5-12     the committee to amend proposed Section 55.1734(a), Education Code,
5-13     to change text not in disagreement to read as follows:
5-14           (a)  In addition to the other authority granted by this
5-15     subchapter, the board of regents of the Texas State University
5-16     System may issue in accordance with this subchapter and in
5-17     accordance with a systemwide revenue financing program adopted by
5-18     the board bonds for the following institutions not to exceed the
5-19     following aggregate principal amounts to finance projects specified
5-20     as follows:
5-21                 (1)  Angelo State University, $16,917,550 to expand and
5-22     renovate institutional facilities;
5-23                 (2)  Lamar University--Beaumont, $21,792,096 to
5-24     renovate and repair campus buildings;
5-25                 (3)  Lamar Institute of Technology, $5,301,960 to
5-26     renovate Gentry Hall and convert it to classroom and laboratory
 6-1     use;
 6-2                 (4)  Lamar State College--Orange, $2,125,000 for campus
 6-3     landscaping, renovation of the old library for physical plant
 6-4     purposes, renovation of the Main Building and Electronics Commerce
 6-5     Resource Center, and demolition of the old physical plant building;
 6-6                 (5)  Lamar State College--Port Arthur, $7,650,000 to
 6-7     construct a performing arts and classroom building and to expand
 6-8     the Gates Memorial Library and develop an adjacent plaza;

6-10                 (7)  Southwest Texas State University, $18,436,500 to
6-11     construct a business building; and
6-12                 (8)  Sul Ross State University, $15,175,000 to renovate
6-13     and expand the range animal science facility and science building
6-14     annex and to carry out other building renovations.
6-15           Explanation:  The change is necessary to provide the Texas
6-16     State University System appropriate bond authority to finance
6-17     capital improvements.
6-18           (5)  House Rule 13, Section 9(a)(1), is suspended to permit
6-19     the committee to amend proposed Section 55.1736(a), Education Code,
6-20     to change text not in disagreement to read as follows:
6-21           (a)  In addition to the other authority granted by this
6-22     subchapter, the board of regents of Texas Woman's University may
6-23     issue bonds in accordance with this subchapter in the aggregate
6-24     principal amount not to exceed $25,797,500 to finance the
6-25     renovation of academic and administrative buildings at Texas
6-26     Woman's University.
 7-1           Explanation:  The change is necessary to provide the board of
 7-2     regents of Texas Woman's University appropriate bond authority to
 7-3     finance capital improvements.
 7-4           (6)  House Rule 13, Section 9(a)(1), is suspended to permit
 7-5     the committee to amend proposed Section 55.1737(a), Education Code,
 7-6     to change text not in disagreement to read as follows:
 7-7           (a)  In addition to the other authority granted by this
 7-8     subchapter, the board of regents of Midwestern State University may
 7-9     issue in accordance with this subchapter bonds not to exceed
7-10     $8,967,500 to finance campus improvements at Midwestern State
7-11     University.
7-12           Explanation:  The change is necessary to provide the board of
7-13     regents of Midwestern State University appropriate bond authority
7-14     to finance capital improvements.
7-15           (7)  House Rule 13, Section 9(a)(1), is suspended to permit
7-16     the committee to amend proposed Section 55.1738(a), Education Code,
7-17     to change text not in disagreement to read as follows:
7-18           (a)  In addition to the other authority granted by this
7-19     subchapter, the board of regents of Stephen F. Austin State
7-20     University may issue in accordance with this subchapter bonds not
7-21     to exceed $14,070,000 to finance campus infrastructure
7-22     improvements, the construction of a telecommunications building,
7-23     the renovation of power plant facilities, and the replacement or
7-24     renovation of the Birdwell Building at Stephen F. Austin State
7-25     University.
7-26           Explanation:  The change is necessary to provide the board of
 8-1     regents of Stephen F. Austin State University appropriate bond
 8-2     authority to finance capital improvements.
 8-3           (8)  House Rule 13, Section 9(a)(1), is suspended to permit
 8-4     the committee to amend proposed Section 55.1739(a), Education Code,
 8-5     to change text not in disagreement to read as follows:
 8-6           (a)  In addition to the other authority granted by this
 8-7     subchapter, the board of regents of the Texas Tech University
 8-8     System may issue in accordance with this subchapter and in
 8-9     accordance with a systemwide revenue financing program adopted by
8-10     the board bonds for the following institutions not to exceed the
8-11     following aggregate principal amounts for projects specified as
8-12     follows:

8-14                 (2)  Texas Tech University Health Sciences Center,
8-15     $66,882,525 to construct a clinical and research facility in the
8-16     city of Lubbock and to construct facilities to support the center's
8-17     educational programs in the city of El Paso.
8-18           Explanation:  The change is necessary to provide the Texas
8-19     Tech University System appropriate bond authority to finance
8-20     capital improvements.
8-21           (9)  House Rule 13, Section 9(a)(1), is suspended to permit
8-22     the committee to amend proposed Section 55.17391(a), Education
8-23     Code, to change text not in disagreement to read as follows:
8-24           (a)  In addition to other authority granted by this
8-25     subchapter, the board of regents of Texas Southern University may
8-26     issue in accordance with this subchapter bonds not to exceed $79
 9-1     million to finance the construction of a science building, the
 9-2     construction of a building for the school of public affairs, the
 9-3     renovation of campus facilities, including electrical and piping
 9-4     systems, and campus landscaping.
 9-5           Explanation:  The change is necessary to provide the board of
 9-6     regents of Texas Southern University appropriate bond authority to
 9-7     finance capital improvements.
 9-8           (10)  House Rule 13, Section 9(a)(1), is suspended to permit
 9-9     the committee to amend proposed Section 55.17392(a), Education
9-10     Code, to change text not in disagreement to read as follows:
9-11           (a)  The board of regents of the Texas State Technical
9-12     College System may issue in accordance with this subchapter and in
9-13     accordance with a systemwide revenue financing program adopted by
9-14     the board bonds for the following institutions not to exceed the
9-15     following aggregate principal amounts for projects specified as
9-16     follows:
9-17                 (1)  Texas State Technical College--Harlingen, $3.4
9-18     million to construct a facility for a learning resource center and
9-19     distance learning center;
9-20                 (2)  Texas State Technical College--Marshall,
9-21     $1,785,000 to construct a facility for a library and administrative
9-22     activities;
9-23                 (3)  Texas State Technical College--Waco, $3.4 million
9-24     to renovate the industrial technology center; and
9-25                 (4)  Texas State Technical College--West Texas,
9-26     $2,295,000 to construct a transportation technologies building.
 10-1          Explanation:  The change is necessary to provide the board of
 10-2    regents of the Texas State Technical College System appropriate
 10-3    bond authority to finance capital improvements.
