R E S O L U T I O N
 1-1           BE IT RESOLVED by the House of Representatives of the State
 1-2     of Texas, 77th Legislature, Regular Session, 2001, That House Rule
 1-3     13, Section 9(a), be suspended in part as provided by House Rule
 1-4     13, Section 9(f), to enable the conference committee appointed to
 1-5     resolve the differences on House Bill No. 1784, relating to the
 1-6     ratification, creation, administration, powers, duties, operation,
 1-7     and financing of groundwater conservation districts for the
 1-8     management of groundwater resources in the central Carrizo-Wilcox
 1-9     area, to consider and take action on the following matter:
1-10           House Rule 13, Section 9(a)(4), is suspended to permit the
1-11     committee to add a new subsection to Section 6.01 of the bill to
1-12     read as follows:
1-13           (d)  To the extent of any conflicts, this Act prevails over
1-14     any Senate Bill No. 2, Acts of the 77th Legislature, Regular
1-15     Session, 2001.
1-16           Explanation: This subsection is needed to clarify which Act
1-17     of the 77th Legislature, Regular Session, 2001, prevails in case of
1-18     conflicting provisions in H.B. No. 1784 and S.B. No. 2.
