R E S O L U T I O N 1-1 WHEREAS, Dr. Joye Carter of Houston, the chief medical 1-2 examiner of Harris County, is the first female to lead a medical 1-3 examiner's office in the State of Texas; and 1-4 WHEREAS, This accomplished physician is board certified in 1-5 forensic, anatomical, and clinical pathology, and before coming to 1-6 Houston, she was the first woman to serve as the chief medical 1-7 examiner for the District of Columbia; and 1-8 WHEREAS, A veteran of this nation's armed forces, Dr. Carter 1-9 served as a major in the U.S. Air Force and as deputy chief medical 1-10 examiner for the Armed Forces Medical Examiner department in the 1-11 Walter Reed Army Hospital complex; during her military service, she 1-12 was responsible for the forensic education of military and federal 1-13 investigative agencies and traveled around the world investigating 1-14 the deaths of active duty military personnel and other U.S. 1-15 citizens; and 1-16 WHEREAS, Dr. Carter has held faculty appointments at several 1-17 prestigious universities, and her expert opinion has been sought by 1-18 such bodies as the Supreme Court of South Africa and the United 1-19 States Senate Judiciary Committee; and 1-20 WHEREAS, This noted authority in her field has written 1-21 several articles in peer review medical journals, and she currently 1-22 writes a monthly column on general health issues for a Houston 1-23 newspaper; she has also penned her autobiography, My Strength Comes 1-24 From Within, which details the hard work she has put forth and the 2-1 many obstacles she has overcome to achieve success in her life and 2-2 profession; and 2-3 WHEREAS, Her myriad civic contributions have included being 2-4 the first director of the Healthy People 2000 Anti-Violence 2-5 campaign in Washington, D.C., and the development of a teen driving 2-6 program called Saving Our Kids in Houston to deter teen fatalities; 2-7 other organizations that have benefited from her involvement 2-8 include the Gulf Coast Sickle Cell Association, the Houston Medical 2-9 Forum, which she serves as president, and the Bread of Life in 2-10 Houston; and 2-11 WHEREAS, The Lone Star State is indeed fortunate to have a 2-12 professional of Dr. Carter's distinction at the helm of the Harris 2-13 County Medical Examiner's Office; now, therefore, be it 2-14 RESOLVED, That the House of Representatives of the 77th Texas 2-15 Legislature hereby commend Dr. Joye Carter, chief medical examiner 2-16 of Harris County, for her myriad contributions to the citizens of 2-17 this state and nation; and, be it further 2-18 RESOLVED, That an official copy of this resolution be 2-19 prepared for Dr. Carter as an expression of high regard by the 2-20 Texas House of Representatives.
