R E S O L U T I O N 1-1 WHEREAS, Sharon Carter has rendered exceptional service to 1-2 this chamber during her first year as parliamentarian and her third 1-3 term as chief clerk for the Texas House of Representatives; and 1-4 WHEREAS, In her role as chief clerk, Ms. Carter administers 1-5 the Chief Clerk's Office, with its committee services division, and 1-6 works with the Office of House Bill Analysis, overseeing the 1-7 processing of bills, resolutions, and committee reports and 1-8 coordinating the flow of legislative paperwork; supremely 1-9 organized, with a meticulous understanding of legislative 1-10 procedures, she has handled this assignment with characteristic 1-11 aplomb and dispatch; and 1-12 WHEREAS, Having served since 1989 as assistant 1-13 parliamentarian, Ms. Carter was elevated to the post of 1-14 parliamentarian at the beginning of the 77th Legislature; being a 1-15 woman, she judged that this office would not prove sufficiently 1-16 challenging, so she retained the position of chief clerk as well; 1-17 and 1-18 WHEREAS, Only the third woman to wear the mantle of house 1-19 parliamentarian, she has followed with masterful skill in the 1-20 decisive footsteps of Oveta Culp, later Oveta Culp Hobby, who 1-21 blazed this particular trail for women in the 41st Legislature; and 1-22 WHEREAS, Throughout a session weighted with the additional 1-23 challenge of redistricting, Ms. Carter has maintained a clearheaded 1-24 equanimity and deft assurance in monitoring and adjudicating the 2-1 proceedings of the house, and her even-handed expertise has been 2-2 critical to advancing the work of this body; now, therefore, be it 2-3 RESOLVED, That the House of Representatives of the 77th Texas 2-4 Legislature hereby honor Sharon Carter for her exemplary execution 2-5 of the duties of house parliamentarian and chief clerk and express 2-6 to her its deep appreciation for her unfailing judiciousness and 2-7 composure in the eye of the storm; and, be it further 2-8 RESOLVED, That an official copy of this resolution be 2-9 prepared for Ms. Carter as an expression of highest regard by the 2-10 Texas House of Representatives.
