R E S O L U T I O N 1-1 WHEREAS, The successful operation of the Texas House of 1-2 Representatives during the 77th legislative session has been 1-3 greatly enhanced by the dedicated efforts of the staff of the Chief 1-4 Clerk's Office; and 1-5 WHEREAS, Holding the office of chief clerk of the house is 1-6 Sharon Carter, whose post is essential to the orderly and efficient 1-7 functioning of the house; the chief clerk's responsibilities touch 1-8 nearly every aspect of the legislative process, and Ms. Carter has 1-9 performed each of her many demanding duties with the utmost 1-10 efficiency and professionalism, while expertly managing a large 1-11 staff that comprises the Journal Clerk's Office, the Committee 1-12 Services Division, the Office of House Bill Analysis, and the 1-13 sergeant-at-arms; and 1-14 WHEREAS, Robert Haney, the assistant chief clerk, has a wide 1-15 range of duties that include supervising the day-to-day operations 1-16 of the Chief Clerk's Office and its committee services division; 1-17 and 1-18 WHEREAS, Another vital member of the staff is Laura Stover, 1-19 executive assistant to the chief clerk, who assists the 1-20 parliamentarian in processing legislation and amendments for floor 1-21 consideration; and 1-22 WHEREAS, Under the direction of journal clerk Elena Castaldi, 1-23 the Journal Clerk's Office has painstakingly prepared, published, 1-24 and maintained the official journals of house proceedings and has 2-1 made this important record of legislative history available on a 2-2 daily basis; and 2-3 WHEREAS, The Committee Services Division, directed by manager 2-4 John W. Webb, has contributed support to all house standing 2-5 committees throughout the session, and it also supports the 2-6 operations of select and interim committees and serves as the 2-7 official repository for committee records year-round; and 2-8 WHEREAS, Sergeant-at-arms Rod Welsh and his staff have 2-9 consistently maintained order in the house chamber and meeting 2-10 rooms and have assisted all officers of the house in carrying out 2-11 their administrative duties; the house sergeants have worked 2-12 diligently in performing a variety of needed tasks, such as 2-13 assisting with the taping of committee meetings, providing 2-14 messenger services, and taking telephone messages; and 2-15 WHEREAS, The latest addition to the Chief Clerk's Office has 2-16 been the Office of House Bill Analysis; manager Mary Colletti and 2-17 her staff have analyzed every introduced house bill and joint 2-18 resolution and all engrossed senate bills and joint resolutions, 2-19 and they have more than proven their merit in their second 2-20 legislative session; and 2-21 WHEREAS, The conscientious efforts of Ms. Carter and each 2-22 member of her fine staff have ably supported the members of this 2-23 chamber throughout this regular session, and their service is 2-24 greatly appreciated; now, therefore, be it 2-25 RESOLVED, That the House of Representatives of the 77th Texas 2-26 Legislature hereby commend the exemplary staff of the Chief Clerk's 2-27 Office and extend to them best wishes for the future; and, be it 3-1 further 3-2 RESOLVED, That an official copy of this resolution be 3-3 prepared for the staff of the Chief Clerk's Office as an expression 3-4 of high regard by the Texas House of Representatives.
