                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the authority of a commissioners court of a county to
 1-3     make payroll deductions at the request of a county employee.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 155.001, Local Government Code, is
 1-6     amended to read as follows:
 1-7           Sec. 155.001.  DEDUCTIONS AUTHORIZED IN COUNTIES; PURPOSES.
 1-8     (a)  The commissioners court, on the request of a county employee,
 1-9     may authorize a payroll deduction to be made from the employee's
1-10     wages or salary for:
1-11                 (1)  payment to a credit union;
1-12                 (2)  [.]
1-13           [(b)  In a county with a population of 20,000 or more, the
1-14     commissioners court, on the request of a county employee, may
1-15     authorize a payroll deduction to be made from the employee's wages
1-16     or salary for:]
1-17                 [(1)]  payment of membership dues in a labor union or a
1-18     bona fide employees association;
1-19                 (3) [(2)]  payment of fees for parking in a
1-20     county-owned facility; or
1-21                 (4) [(3)]  payment to a charitable organization.
1-22           (b) [(c)]  In this section, "charitable organization" has the
1-23     meaning assigned by Section 659.131, Government Code.
1-24           SECTION 2.  This Act takes effect immediately if it receives
1-25     a vote of two-thirds of all the members elected to each house, as
 2-1     provided by Section 39, Article III, Texas Constitution.  If this
 2-2     Act does not receive the vote necessary for immediate effect, this
 2-3     Act takes effect September 1, 2001.
