                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to the safe operation of bicycles on roadways.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 551.103, Transportation Code, is amended
 1-5     by amending Subsection (c) and adding Subsection (e) to read as
 1-6     follows:
 1-7           (c)  Persons operating bicycles on a roadway shall ride
 1-8     single file [may ride two abreast.  Persons riding two abreast on a
 1-9     laned roadway shall ride in a single lane.  Persons riding two
1-10     abreast may not impede the normal and reasonable flow of traffic on
1-11     the roadway.  Persons may not ride more than two abreast unless
1-12     they are riding on a part of a roadway set aside for the exclusive
1-13     operation of bicycles].
1-14           (e)  Persons operating bicycles in a group of three or more
1-15     bicyclists may not ride on a farm-to-market or ranch-to-market road
1-16     that is without improved shoulders.
1-17           SECTION 2.  Section 551.104, Transportation Code, is amended
1-18     by amending Subsection (a)  and adding Subsection (d) to read as
1-19     follows:
1-20           (a)  A person may not operate a bicycle unless the bicycle is
1-21     equipped with:
1-22                 (1)  a brake capable of making a braked wheel skid on
1-23     dry, level, clean pavement; and
1-24                 (2)  a slow-moving-vehicle emblem, as defined by
 2-1     Section 547.001, that conforms to the requirements of Section
 2-2     547.703(a).
 2-3           (d)  Subsection (a)(2) does not apply to a person operating a
 2-4     bicycle on a path set aside for the exclusive operation of
 2-5     bicycles.
 2-6           SECTION 3.  This Act takes effect September 1, 2001.
