                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to performance measures for innovative regulatory programs
 1-3     implemented by the Texas Natural Resource Conservation Commission.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter D, Chapter 5, Water Code, is amended
 1-6     by adding Section 5.127 to read as follows:
 1-7           Sec. 5.127.  CREATION OF PERFORMANCE MEASURES FOR INNOVATIVE
 1-8     REGULATORY PROGRAMS.  The commission shall work with the
 1-9     Legislative Budget Board to create performance measures that assess
1-10     the improvements in environmental quality achieved by innovative
1-11     regulatory programs implemented by the commission.
1-12           SECTION 2.  This Act takes effect September 1, 2001.
