                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to an assessment mechanism to assess adult education
 1-3     programs and program participants.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 29.252, Education Code, is amended by
 1-6     adding Subsection (c) to read as follows:
 1-7           (c)  The agency shall contract with a public or private
 1-8     entity  for that entity to complete the development of the
 1-9     assessment mechanism prescribed under Subsection (a).  Before the
1-10     agency enters into the contract, personnel in the agency's division
1-11     responsible for adult and community education shall consult with
1-12     appropriate personnel in other divisions of the agency in preparing
1-13     a request for proposals for the agency to post in  soliciting
1-14     proposals for development of the assessment mechanism.  The agency
1-15     shall use federal funds available for that purpose to pay the costs
1-16     incurred under the contract.  In addition to requirements under
1-17     Subsection (b), the completed assessment mechanism must include:
1-18                 (1)  enhancement to the adult community education
1-19     information management system to ensure:
1-20                       (A)  integrity of the system's data; and
1-21                       (B)  the system's capacity to meet the management
1-22     information needs of local entities that provide adult and
1-23     community education programs;
1-24                 (2)  a rating system for adult education programs;
 2-1                 (3)  an Internet-based system to disseminate reports to
 2-2     the public concerning program results; and
 2-3                 (4)  a long-term program evaluation strategy to
 2-4     identify  the program components that are most effective in serving
 2-5     persons in adult education programs.
 2-6           SECTION 2.  This Act takes effect immediately if it receives
 2-7     a vote of two-thirds of all the members elected to each house, as
 2-8     provided by Section 39, Article III, Texas Constitution.  If this
 2-9     Act does not receive the vote necessary for immediate effect, this
2-10     Act takes effect September 1, 2001.
