1-10 A BILL TO BE ENTITLED
1-11 AN ACT
1-12 relating to updating references to the campuses of the Texas State
1-13 Technical College System.
1-14 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-15 SECTION 1. Subsection (a), Section 135.02, Education Code,
1-16 is amended to read as follows:
1-17 (a) The Texas State Technical College System is composed of:
1-18 (1) a system office located in the city of Waco in
1-19 McLennan County;
1-20 (2) [a campus located in the city of Amarillo in
1-21 Potter County;]
1-22 [(3)] a campus located in the city of Harlingen in
1-23 Cameron County;
1-24 (3) [(4)] a campus located in the city of Sweetwater
1-25 in Nolan County;
1-26 (4) [(5)] a campus located in the city of Marshall in
1-27 Harrison County;
1-28 (5) [(6)] a campus located in the city of Waco in
1-29 McLennan County;
1-30 (6) [(7)] extension centers in the city of Brownwood
1-31 in Brown County and the city of Abilene in Taylor County and an
1-32 extension program offered through a rural technology center in the
1-33 city of Breckenridge in Stephens County; and
1-34 (7) [(8)] other campuses assigned to the system from
1-35 time to time by specific legislative Act.
1-36 SECTION 2. Subsection (a), Section 62.021, Education Code,
1-37 as amended by Section 2, Chapter 1363, Section 1.03, Chapter 1467,
1-38 and Section 1, Chapter 1508, Acts of the 76th Legislature, Regular
1-39 Session, 1999, is reenacted and amended to read as follows:
1-40 (a) Each fiscal year, an eligible institution is entitled to
1-41 receive an amount allocated in accordance with this section from
1-42 funds appropriated by Section 17(a), Article VII, Texas
1-43 Constitution. The comptroller shall distribute funds allocated
1-44 under this subsection only on presentation of a claim and issuance
1-45 of a warrant in accordance with Section 403.071, Government Code.
1-46 The comptroller may not issue a warrant from any funds allocated
1-47 under this subsection before the delivery of goods or services
1-48 described in Section 17, Article VII, Texas Constitution, except
1-49 for the payment of principal or interest on bonds or notes or for a
1-50 payment for a book or other published library material as
1-51 authorized by Section 2155.386, Government Code. The allocation of
1-52 funds under this subsection is made in accordance with an equitable
1-53 formula consisting of the following elements: space deficit,
1-54 facilities condition, institutional complexity, separate
1-55 allocations for medical units and the Texas State Technical College
1-56 System, and an additional allocation for Texas Southern University
1-57 for compliance with the Texas Desegregation Plan. The amounts
1-58 allocated by the formula are as follows:
1-59 $ 5,256,817 Texas A&M University--Commerce, including an
1-60 allocation of $1,027,070 to Texas A&M University--Texarkana;
1-61 $ 8,818,023 Lamar University, including an allocation of
1-62 $743,967 to Lamar University at Orange and an allocation of
1-63 $2,336,605 to Lamar University at Port Arthur;
1-64 $ 3,007,669 Midwestern State University;
2-1 $18,021,033 University of North Texas;
2-2 $ 7,131,692 The University of Texas--Pan American, including
2-3 an allocation of $1,050,580 to The University of Texas at
2-4 Brownsville;
2-5 $ 6,633,109 Stephen F. Austin State University;
2-6 $ 3,640,000 University of North Texas Health Science Center
2-7 at Fort Worth;
2-8 $26,132,524 Texas State University System Administration and
2-9 the following component institutions, including an allocation of

2-38 SECTION 3. Subsection (c), Section 572.003, Government Code,
2-39 is amended to read as follows:

3-34 SECTION 4. This Act takes effect immediately if it receives
3-35 a vote of two-thirds of all the members elected to each house, as
3-36 provided by Section 39, Article III, Texas Constitution. If this
3-37 Act does not receive the vote necessary for immediate effect, this
3-38 Act takes effect September 1, 2001.
