1-1                                   AN ACT
 1-2     relating to an exemption from the requirements of the open meetings
 1-3     law for certain negotiations involving the Texas Lottery
 1-4     Commission.
 1-5           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-6           SECTION 1.  Section 467.030, Government Code, is amended to
 1-7     read as follows:
 1-8           Sec. 467.030.  MEETINGS.  (a)  The commission shall hold at
 1-9     least six regular meetings each year on dates fixed by the
1-10     commission.  The commission may meet at other times at the call of
1-11     the presiding officer or as provided by commission rule.
1-12           (b)  Section 551.002 does not apply to a closed meeting of
1-13     the commission relating to the negotiation of a lottery operator's
1-14     contract if the commission determines, in writing, that an open
1-15     meeting would have a detrimental effect on the commission's
1-16     position in the negotiations.
1-17           SECTION 2.  This Act takes effect immediately if it receives
1-18     a vote of two-thirds of all the members elected to each house, as
1-19     provided by Section 39, Article III, Texas Constitution.  If this
1-20     Act does not receive the vote necessary for immediate effect, this
1-21     Act takes effect September 1, 2001.
