A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to state agency information resources technology projects.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 2054.051, Government Code, is amended by
1-5 adding Subsection (f) to read as follows:
1-6 (f) The department shall identify opportunities for state
1-7 agencies to coordinate with each other in the adoption and
1-8 implementation of information resources technology projects.
1-9 SECTION 2. Section 2054.096(a), Government Code, is amended
1-10 to read as follows:
1-11 (a) Each agency strategic plan must be consistent with the
1-12 state strategic plan and include:
1-13 (1) a statement of the state agency's goals,
1-14 objectives, and programs as found in the agency's legislative
1-15 appropriations request;
1-16 (2) a description of the agency's major data bases and
1-17 their applications;
1-18 (3) a description of the agency's information
1-19 resources management organizations, policies, and practices;
1-20 (4) a description of interagency computer networks in
1-21 which the agency participates;
1-22 (5) a statement of the strategic objectives of the
1-23 agency relating to information resources management for the next
1-24 five fiscal years, beginning with the fiscal year during which the
2-1 plan is submitted, with a description of how those objectives help
2-2 achieve the agency's programs and goals, and a description of how
2-3 those objectives support and promote the goals and policies of the
2-4 state strategic plan;
2-5 (6) a description of any information resources
2-6 technology projects proposed by the agency, including:
2-7 (A) a statement of how the projects relate to
2-8 similar projects, as identified by the department, implemented or
2-9 proposed by other agencies; and
2-10 (B) a description of any proposed plans for
2-11 coordinating the projects with other agencies; and
2-12 (7) [(6)] other planning components that the
2-13 department may prescribe.
2-14 SECTION 3. This Act takes effect September 1, 2001.
